- This requirement is for a long-term Firm-Fixed Price (FFP) Requirements type contract based upon Lowest Price Technically Acceptable (LPTA) evaluation criteria. The Government intends to make one (1) award. The LTC will have a three (3) year base period and two (2) one (1) year Option Periods, for a total of five (5) years. This requirement covers a total of seven (7) NIINs for Shipping and Storage Containers, listed in the attachment (Appendix A). The procurements will be for quantities totaling 275,097 Shipping and Storage Containers used for the safe keeping and transportation of Common aircraft components. All Shipping and Storage Containers listed in Appendix A have an assigned AMC code of 1C/2C Limited Competition in accordance with N241 Source Approval Request Policy for Reusable Shipping and Storage Container Procurements. The AMC of 1C/2C means it is suitable for competitive acquisition for the first or second time and these parts require engineering source approval by the design control activity in order to maintain the quality of the part. An alternate source must qualify in accordance with the design control activity ™s procedures, as approved by the cognizant Government engineering activity. Each item has been evaluated by NAVSUP WSS Packaging Engineers Code N241 and has at least two (2) approved sources of supply. All contractors will be required to submit a successful FAT during first resultant order for each NIIN awarded. There will be no waivers granted initially whether or not a FAT was previously completed under a prior contract. Once FAT is successfully completed, awardees will not be required to submit additional FAT units for the remainder of the contract for the awarded NIIN. FAT will be included on the initial delivery order for each NIIN regardless of a prior successful FAT approval for that NIIN. Once a FAT is successfully completed under the Long Term Contract (LTC) it will be waived for the remainder of the LTC for that particular NIIN. The Government intends to make one award based upon the proposal which has the total Lowest Price Technically Acceptable (LPTA) offer for all NIINs inclusive of Options.
