THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. Requests for a solicitation will not receive a response. Notice Type:   Request for Information Only PROJECT: VAMC Perry Point, MD Community Living Center (CLC) Construction Project Agency:   Department of Veterans Affairs Office: Construction and Facilities Management Office POC: Nancy Kebe, Contracting Officer 240-215-1800; nancy.kebe@va.gov North American Industry Classification System (NAICS):  236220 The Department of Veterans Affairs, Office of Construction and Facilities Management (CFM), Eastern Regional Office, Silver Spring, MD is requesting information from POTENTIAL PRIME CONSTRUCTION CONTRACTORS WITH A MINIMUM SINGLE BONDING CAPACITY OF $50M OR GREATER concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. PROJECT DESCRIPTION: This project will be a Firm Fixed Price Design-Bid-Build contract for the construction of a Community Living Center (CLC) located in Perry Point, MD. The period of performance is expected to be approximately two years from notice to proceed. Solicitation VA101-16-R-0086 for the project was cancelled. Changes are being implemented to the design to meet the estimated construction cost. Below is the current scope of the project: The scope of this project will include construction of an approximately 172,000 square foot 155-bed space Community Living Center (CLC) designed for the Veterans at this location. The new CLC will feature thirteen houses as well as a Community Center building to accommodate the CLC program support areas providing care for Dementia, Hospice, Rehabilitation, Short Term and Long Term Care Residents. The CLC is designed to promote independence and resident choice in a home-like setting. Fully handicapped accessible houses will allow easy access to secure outdoor living areas in the home s backyard, courtyard or front porch breezeway. The design of the homes will provide incredible views to the backyard, Susquehanna River and Chesapeake Bay as the houses are situated along two levels terraced on the site. The project design was developed around the Planetree Concept creating an environment which is organized first and foremost around the needs of the Veterans. The original solicitation with specification and drawings were posted November 2016 in www.fbo.gov under VA101-16-R-0086: A number of modifications to the project have been made, including, but not limited to: 1) Replace geothermal with conventional systems, 2) Revise construction type of the single story houses to Type V cold formed steel framing, 3) Eliminate of redundant emergency generator and associated switchgear 4) Simplify and combine HVAC Systems, including reduction of control points, 5) Simplify exterior wall construction (reduce amount of brick, utility brick in lieu of modular brick, reduce window quantity in the mall, simplify cornice) 6) Residential windows in lieu of commercial. Interested PRIME CONTRACTORS ONLY should submit a Capabilities Statement with the following information: Company Information Description Capabilities DUNS Number Company Feedback Statement, to include but not limited to; industry s feedback to VA s scope of work & technical specifications, cost projections, project lead-time, etc.         Your intent to submit a proposal. Please send all statements to the POC list above, by December 8, 2017, 2:00pm eastern. This is a RFI announcement.   This is not a solicitation for proposal; therefore, a solicitation number has not been assigned.   No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information requests.   This RFI is issued for the purpose of collecting market research, solely for informational, planning, identification of capable sources/recommended strategy.   The information provided in response to this RFI is for discussion purposes and any potential strategy that may be developed from these discussions would be the subject of a separate, future announcement. The information received in response to this RFI will not be shared with competitors but may be utilized by the government in developing an acquisition strategy, and requirements documents (i.e.; Statement of Work, revised Specification and Construction Drawing). Respondents should not submit proprietary data. A determination by the government not to compete this potential acquisition, based upon responses received to this notice, is solely within the discretion of the government.   Information received will be considered solely for the purpose of ongoing market research. The government will not pay for any information submitted as a result of this RFI.   A response to this RFI is NOT a request to be added to a prospective bidders list or to receive a copy of the solicitation.   If a solicitation is issued, it will be posted later at https://www.fbo.gov and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.   This RFI shall not be construed as an obligation on the part of the government to acquire any products or services.
