- I. BACKGROUND INFORMATION The National Institue of Standards and Technology (NIST), Public Safety Communications Research (PSCR) program conducts research, development, testing, and evaluation to foster nationwide interoperability and advanced communications and operations technology for the nation's public safety community. PSCR currently has an active research program studying various aspects of location-based services. NIST is seeking possible small business sources capable of providing a high-precision Light Detection and Ranging (LiDAR) surveying system to enable research related to indoor mapping, localization and tracking, and navigation. The contractor must be capable of meeting the following requirements. II. ITEM TO BE PROCURED One (1) wearable 3D LiDAR color mobile surveying system to include software, training, and support. III. SPECIFICATIONS The Contractor shall shall be capable of providing one (1) wearable 3D LiDAR color mobile surveying system that meets the following minimum technical and support requirements. - Initialization time: ≤ 30 sec. - Working time: 3 hrs. - Working environment: Indoor and outdoor - Visualization: Real-time - Operating temperature: -10 - +40 ⁰C - Storage temperature: -40 - +60 ⁰C - Output data formats:.E57,.las,.ply - Scanning rate: 700,000 points/sec. - Accuracy: 2 - 5 cm - Survey resolution: 2 cm - Survey range: 100 m - Angular FOV (vertical): -30⁰ - +10⁰ - Angular FOV (horizontal): 360⁰ - Laser safety:Class 1 IV. PERIOD OF PERFORMANCE The period of performance will be 5 years ARO consisting of one base year (BY) and four option years (OY). Delivery of the mobile surveying system and software will be within 30 days after award. Pricing for software maintenance and remote support shall be available in the four OY. The period of performance for on-site training in the BY will be determined at time of award. V. PLACE OF PERFORMANCE Delivery of the system shall take place at the NIST facility in Boulder, CO. Training for the system shall take place at the NIST facility in either Boulder, CO or Gaithersburg, MD.
