- This is a Request for Information (RFI) - The Federal Emergency Management Agency (FEMA) is soliciting services from entities able to provide comprehensive Property Management services as a participant in the agency's Direct Lease Program. This request is being issued in response to recovery efforts from Hurricane Maria in accordance with disaster declaration DR-4339-PR. FEMA is principally seeking management companies who do the predominance of their business within the Commonwealth of Puerto Rico. Conversely, all interested entities are encouraged to participate in this survey; regardless of geographical location. FEMA's Direct Lease Program is a form of Direct Temporary Housing Assistance utilized to lease existing rental units, for the purpose of providing temporary housing to eligible applicants, when the verified disaster-caused housing need cannot be met with other forms of assistance options. FEMA has the discretion to contract with property owners to lease non-multi-family properties (i.e., single family or properties with fewer than three units in one site, such as a duplex) to use as temporary housing. Specifically, FEMA is seeking Property Management companies to act on behalf of the government with property owners or their agents in all aspects of the lease, including but not limited to executing leases, managing tenant concerns, maintenance and executing lease terminations. These property management services will be required to evaluate potential rental units or properties to ensure properties adhere to all local, state and federal codes and standards to be considered habitable by the agency. Temporary housing property types can include: non-multi-family homes, multi-family homes, apartments, cooperatives, condominiums, town houses, or other readily fabricated dwellings. All properties must be in compliance with the Fair Housing Act and the Housing Quality Standards established by HUD. The property must currently be available to rent and available a minimum of 18 months from the disaster declaration date of September 20th, 2017; with the possibility of extension. FEMA has a current list of properties supplied by owners who have expressed interest in the Direct Lease program. THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR QUOTE (RFQ) Responses to this notification will be used to determine the availability of sources that can provide these services in the most timely and most cost effective delivery of direct assistance to eligible disaster survivors. The Government intends to obtain market information or capabilities for planning purposes only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. All questions and responses must be in writing and received no later than 5:00 PM EST, December 12th, 2017. Verification of receipt of any electronic transmission is the sole responsibility of the interested party. The Government will not pay for information submitted in response to this RFI.
