- Description
- Justification for Other than Full and Open Competition-RFQ0000533 PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, fixed price contract with Occupational Health Dynamics, Inc. (OHD), 2687 John Hawkins Parkway, Hoover, AL, 35244-4003, for the purpose of procuring annual calibration, maintenance and software upgrades to its existing Quantifit Fit Testers. The FBI requires annual calibration, maintenance, and software upgrades to its thirty eight (38) existing QuantiFit Fit Tester machines, manufactured by Occupational Health Dynamics, Inc. (OHD). The calibration and maintenance of the QuantiFit Fit Tester machines is crucial to mission operability and continuous personnel safety. The service must be performed by a manufacturer authorized representative to maintain warranty of the equipment. Occupational Health Dynamics, Inc. does not authorize any other vendors to work on their equipment. Based on market research, and Government end-users, it has been determined that Occupational Health Dynamics, Inc. is the sole owner and manufacturer of the Quantifit Fit Tester Systems and the only source capable of providing the required calibration, maintenance and software upgrades to the existing Quantifit Fit Testers. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334510, Electromedical and Electrotherapeutic Apparatus Manufacturing. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interests and capability to respond to this requirement to the attention of: Kemper Wood, email address: KNWood@fbi.gov by Tuesday, December 5, 2017 (12:00 PM Eastern). Emailed responses will only be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
