Description
W911KB18R0018--CLR043 Solicitation for Fire Station at Clear AFS AK CONTRACT INFORMATION: This is a pre-solicitation notice for a two-phase, competitive 8(a) Proposal (RFP) to Design and Construct a Fire Station at Clear AFS, AK (CLR043). Response date of 4 January 2018 is based on issuance of the RFP on or about 29 November 2017. NOTE: Due to incorrect 8(a) procedures in W911KB-17-R-0021, this project required re-solicitation. The procurement will be conducted using two-phase source selection procedures and the award will be based on the best overall value to the Government considering the non-price factors described in the RFP, and price. The Government will evaluate Phase 1 proposals in accordance with the evaluation rating systems outlined in the Phase 1 Design-Build selection procedures of the RFP. Those offerors short-listed in Phase 1 will be invited to submit a Phase 2 proposal. The Phase 2 evaluation will be conducted in accordance with evaluation criteria specified in the RFP for Phase 2, FAR Part 15, and will utilize the Tradeoff Process described in FAR 15.101-1. Any resulting contract will be firm fixed price. The anticipated Notice to Proceed date is estimated to be third quarter 2018 with a period of performance of 732 calendar days. Offerors are advised that a contract resulting from this solicitation is subject to the availability of funds and may be cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and final award. Should Congress not appropriate funds, the solicitation will be cancelled. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All contractors are advised that they must be registered in the System of Award Management (SAM) (https://www.sam.gov/). Joint ventures must also be registered in SAM as a joint venture. We advise contractors to begin this process when they prepare their proposal in order to ensure this registration is in place should they be selected for the award. Lack of registration in the SAM database will make an offeror ineligible for award. SECTION 8(a) INFORMATION: SBA Requirement Number: 1084/18/800313 It has been determined that competition is limited or restricted geographically to the servicing area of the SBA Alaska District Office. All 8(a) certified firms serviced by the SBA Alaska District Office and all 8(a) certified firms with a bona fide place of business located in the servicing area of the Alaska District Office are deemed eligible to submit offers. In addition, it has been determined that competition will not be restricted by stage (transitional or developmental) of a firm's 8(a) program participation. Joint Ventures are allowable on competitive 8(a) set-asides. SBA must receive the joint venture agreement and all supporting documentation no less than twenty (20) working days prior to the scheduled date for contract award which is anticipated 29 March 2018. If you are contemplating a joint venture on this project, you must advise your assigned Business Opportunity Specialist (BOS) in writing as soon as possible. The joint venture must be approved by SBA prior to contract award. PROJECT INFORMATION: Design and Construct fire station facility consisting of a reinforced concrete foundation with slab on grade, concrete masonry walls with an exterior insulation finish system and a standing seam metal roof. Project includes four (4) drive-through vehicle bays, alarm and communications room, fire detection/suppression systems and all other standard fire department functions. Facility will be designed as a permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirement. Comply with DoD minimum Antiterrorism Standards for buildings per UFC 4-010-01. Potable water will be provided through a new buried concrete utilidor. Sanitary waste will be provided with lift station connected to the existing sewage system. Buried electrical service with a pad-mounted transformer will be provided. Local backup power is also included with an arctic grade generator. Anticipated contract cost limitation is $17,122,000.00. SELECTION CRITERIA: Evaluation criteria to be listed in the solicitation are anticipated to be: For Phase 1: Specialized Experience, Past Performance (Confidence Assessment), Organization and Technical Approach. For Phase 2: Design Technical and Price The Government will evaluate qualifications in accordance with the criteria described in the RFP and will award a single firm fixed-price contract to that responsible Phase 2 Offeror whose proposal the Source Selection Authority determines conforms to the solicitation, is fair and reasonable, and offers the best overall value to the Government, considering the non-price factors described in the RFP, and price, however the contract award may not exceed the contract cost limitation identified in Section 00 21 00 for this project.
