- The Space and Naval Warfare Systems Command (SPAWAR), on behalf of the Program Executive Office for Space Systems, Navy Communications Satellite Program Office (PMW 146), intends to negotiate a sole-source contract with Lockheed Martin Space Systems Company (hereafter referred to as LM) located at 1111 Lockheed Martin Way, Sunnyvale, CA 94088, for sustainment support for the Mobile User Objective System (MUOS) Space Segment. The prospective award is based on the authority for other than full and open competition found at 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other suppliers or services will satisfy agency requirements. LM is the only source that possesses the MUOS design knowledge and expertise required to maintain and enhance MUOS flight software, and to analyze and resolve satellite and satellite subsystem performance anomalies. The required sustainment efforts cannot be performed by any source other than LM. The solicitation No. N00039-18-R-0013 is anticipated to be released and negotiated in Fiscal Year 2018 and awarded subsequently. The prospective award is planned to be an Indefinite Delivery Indefinite Quantity (IDIQ), contract consisting of a five-year base ordering period and five one-year option ordering periods. The hybrid contract will consist of a mix of fixed-price and cost-reimbursement Contract Line Item Numbers (CLINS). Individual Task Orders for MUOS Space Segment sustainment activities will be issued using the applicable CLIN according to the scope of work required. Specific requirements for each Task Order will be set forth in the corresponding Performance Work Statement (PWS). The Government is not soliciting proposals in response to this synopsis. The solicitation will be issued without further notice. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information.
