- See Attachment I – Draft SOW The National Institute of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina, intends to negotiate on a sole source basis with Inera Incorporated to provide support and maintenance (includes licensing) for eXtyles NLM. The Environmental Health Perspectives (EHP) publishes approximately 25-30 articles per month which are sent to PubMed (PM), PubMed Central (PMC), and CrossRef for repository purposes. The submission of the articles to PM and PMC require a specific eXtensible Markup Language (XML) format (National Library of Medicine (NLM) Journal Article Tag Suite (JATS) Document Type Definition (DTD)) in order to be accepted. As such, users must be able to quickly, easily, and accurately convert scholarly journal articles from Word to the specific XML format without custom configuration or XML expertise. eXtyles NML is proprietary and includes a combination of all the unique features detailed in Attachment I - Statement of Work (SOW). This acquisition is being conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1 (b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements in conjunction with FAR Part 12, Acquisition of Commercial Items. The FAR as supplemented by the Health and Human Services Acquisition Regulation (HHSAR) will be used to evaluate the quote and award this requirement. The North American Industry Classification System (NAICS) code for this requirement is 511210 "Software Publishers" and has a size standard of $38.5M. This is NOT a solicitation for quotations, quotation abstracts, or a request for competitive quotations and there is no solicitation package available ; however, all responses received within two (2) days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within two (2) days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Inera Incorporated.
