Description
This Sources Sought Notice is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR). This announcement does not constitute an Invitation for Bids, a Request for Quote or a Request for Proposal and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. Responses to this notice cannot be accepted as offers. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. Nothing in this announcement constitutes an obligation on the part of the U.S. Government, nor is the Government tasking any source to develop any technologies described herein. The U.S. Army Aberdeen Test Center (ATC), a subordinate command to the U.S. Army Test and Evaluation Command (ATEC), is seeking companies to perform a complete inspection, maintenance and testing of the High Speed Deluge Systems located in Buildings 688, 690, 699, and 700 in the Aberdeen Area of Aberdeen Proving Ground (APG), and in Building E-1430 at the Edgewood Area of APG, MD. All of the systems need to be inspected and maintained to ensure operational readiness. The contractor shall furnish all labor, parts and materials for maintenance, repair, and testing of all High Speed Deluge Systems and related equipment located at buildings 688, 690, 699, and 700 at the Aberdeen Area of APG and building E-1430 at the Edgewood Area of APG, MD. The systems are to be tested in accordance with the Performance Work Statement, manufacture's recommendations, UFC 3-601-02, "Operation and Maintenance: Inspection, Testing, and Maintenance of Fire Protection Systems", National Fire Protection Association (NFPA) 15, "Standard for Water Spray Fixed Systems for Fire Protection", and NFPA 25, NFPA 72, "National Fire Alarm and Signaling Code", and DA PAM 385-64, "Ammunition and Explosives Safety Standards". A brief description of the systems is as follows: •Building 688 - Two bay system consisting of 16 nozzles fed by one 30,000 gallon water storage tank*. •Building 690 - One bay system consisting of 8 nozzles fed by one 30,000 gallon water storage tank*. *Buildings 688 and 690 share the same water source. •Building 699 - Eight Bay system consisting of 80 nozzles fed by two 15,000 gallon water storage tanks. •Building 700 - Seven Bay system consisting of 46 nozzles fed by one 30,000 gallon water storage tank and a separate two bay portable system. •Building E1430 - Two bay portable system The anticipated NAICS Code for the forthcoming requirement is 238220 with a small business size standard of $15,000,000.00. As part of the sources sought notice response, please state if your company is a small business under NAICS 238220. Respondents to this notice do not need to be registered for this NAICS in the Government's System for Award Management (SAM). However, any eventual solicitation would require active registration. SAM registration can be found at https://www.sam.gov. A copy of the Performance Work Statement (PWS) is attached and should be utilized when preparing your response to this Sources Sought Notice. Please provide whitepapers, commercial pamphlets, or any other documentation that would describe the company's ability to meet the above requirements. Please identify your company's CAGE code, and if applicable, small business size status. Please identify elements of the PWS which cannot be completed with your in-house resources, and would require subcontractor support. All interested sources should provide the requested information in Microsoft Office Word format. Submissions shall not exceed 10 pages. All interested sources should provide the requested information regarding this notice NO LATER THAN 2:00PM EST, on 6 December 2017 to Ms. Roxanne Barbaris at: roxanne.barbaris.civ@mail.mil. Responses received after 2:00PM EST, on 6 December 2017 may not be considered in the Government's market research. For questions, potential respondents shall email Ms. Roxanne Barbaris at the aforementioned email address. The Government will review submissions as they are received. Place of Performance shall be on-site at ATC located on APG, MD 21005.
