- Communications Training Services PERFORMANCE WORK STATEMENT 1. INTRODUCTION This requirement is to procure communication class services for Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) employee development training. The classes will be held at one of three locations: Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Command University, Building 466, Bremerton, WA, Bangor site, Building 7000 or similar facility, Bangor, WA or Naval Station Everett, Building 2000 or similar facility, Everett, WA. Class hours will be in accordance with the requesting location's operating hours, and after hour classes will also be made available. Period of Performance: January 3, 2018 through January 2, 2019 Number of Classes: Up to twelve classes per year. 2. BACKGROUND The mission and vision of PSNS & IMF are: we exist to maintain and modernize our Navy's fleet, and we are a command that streamlines and aligns all efforts and actions to support the mechanic's non-stop execution of work, increasing our productive capacity. In support of PSNS & IMF Command University Employee Development Program, training is provided for the Command's workforce for personal and professional growth. This training shall reflect the PSNS & IMF mission and vision, as well as support the Command's values for developing our people to be their very best, both navy and civilian. 3. SCOPE The Government has a need for up to twelve classes per year. Each class will have 30 students that are a mix of white collar and blue collar experience. The dates and times are not established for the classes at this time. The class' learning objectives are to improve the employee's communication skills based on the content of the class. The course's learning objectives are listed below: •· Communication Skills : •· Discuss the different communication styles. •· Demonstrate active listening. •· Demonstrate how to communicate in a positive and professional manner. •· Discuss how to read body language and its importance in communication. •· Learn how to communicate under pressure. The class shall have blended and interactive training methods (i.e., video, lecture, small group activities, case studies, brainstorming, with interactive student material). Lecture shall not be the predominant instructional delivery. Computers and internet connections are not available. The contractor shall provide students with workbooks, job-aids and handouts as appropriate to support the learning objectives and provide students useful references once back on the job. The contractor shall provide an in person presentation by the principal instructor, and any alternate instructors, presenting material from the course to the review board. Only instructors who present in person to the review board will be scheduled to provide training at any Command University location. Two weeks prior to the first class; the contractor shall submit a plan describing the following: •o Course objectives and expected results. •o Course outlines identifying the key teaching points and time frames. •o Description of course delivery methods and blended learning techniques. •o Sample teaching aids and handouts 4. Submittals Status Reports/Communications related to progress, status and completion over the course of the work will be provided to the program manager. 5. SPECIAL REQUIREMENTS OF INSTRUCTOR(s) •a) The instructor shall have a Bachelor's Degree in Humanities such as: Sociology, Human Relations, Psychology, Organizational Leadership, Business Administration, Behavioral Sciences, Communication, or Education and five years of experience in coaching with actual classroom experience delivering course material. A substitute for education instructor must have 10 years of experience in coaching with actual classroom experience in delivery course material. •b) Contractor must be a U.S. citizen and must be able to obtain a DBIDS pass for base access. •c) The instructor must be flexible in his / her training approach and have the ability to accommodate different learning styles of students and actively engage discussions. 6. QUALITY ASSURANCE REQUIREMENTS: A contract representative will randomly observe classes and evaluate the sessions to ensure they meet the Government's needs. Each class, the instructor will provide students with course evaluation sheets. The completed student evaluations will be provided to the program manager. The instructor must maintain favorable student and staff evaluations. 7.
