Description
The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for the Spot Painting of the Spillway Bridge project at the North Springfield Lake Dam, located in North Springfield, Vermont to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns as described below. The NAICS code for these procurements is 238320. The project is planned to be issued on or about January 2017. The project will occur in the spring of 2018 and is expected to take about two months, including submittal approval. The estimated construction cost is between $100,000 and $500,000.00. Contractor should note that work on this project will require fall protection. The Northfield Lake Spillway Bridge is approximately 80 feet above the ground. This project consists of the following components: -Construct a suspended work platform to be underneath the bridge, or mobilize a snooper truck to access substructure steel components. Bridge deck is constructed of concrete, and is not to be painted. Guard rails are not to be painted. -Use a chipping hammer or wire brush to break up and remove failed paint in localized areas only. No scraping of the existing coating system will be permitted. -Use hand tools to apply primer and top coats of paint to selected areas where the paint has failed only. This amounts to approximately 20% of the total surface area of the bridge steel substructure. -Document all phases of this project by using a digital camera to capture still and video images that will then be turned over the Government. This contract will contain a Definitive Responsibility Criteria, or DRC. This means that the apparent Low Bidder must be prepared to submit a capability package demonstrating past experience working at heights where the use of fall protection is required on two projects. If the low bidder cannot produce satisfactory demonstration of this experience, award will move to the next lowest bidder. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications, experience in performing work at heights and addressing the proposed Definitive Responsibility Criterion. Please include at least two specific examples of the firm's experience performing work at heights where the use of fall protection was required. Please indicate the team subcontractors that will be used to support the offeror's effort, if proposed, and include their prior experience and qualifications. Proof of bonding capability is required. Responses are due January 6th, 2018. Responses are limited to twenty pages. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
