- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT/MODIFICATION: The Department of Education, Office of the Chief Financial Officer, Contracts and Acquisitions Management, located at 550 12th Street SW, Washington, D.C., 20202, intends to award a logical follow-on modification, under the authority of FAR 6.302-1(2)(ii), to Mathematica Policy Research, located at 600 Alexander Park, Suite 100, Princeton, NJ, 08540. The modification will be against ED-IES-14-C-0001 and it intends to accomplish the following: - Extend the period of performance by thirty six (36) months under the authority of EDARS 3417.204 - Include a pilot /feasibility study to test implementation of a two-component intervention (enhanced instruction for all students combined with additional targeted supports to allow children with disabilities to participate more fully in the curriculum) in inclusive settings (classrooms serving a mix of children with disabilities and children without disabilities), using the data/knowledge already gathered by Mathematica while performing under the "Evaluation of Preschool Special Education Practices, Phase 1" contract. The contract action is for services for which the Government intends to solicit and negotiate with only one sole source, under the authority of FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government believes that re-competing this additional work will cause "unacceptable delays in fulfilling the agency's requirement (FAR 6.302-1(a)(2)(ii)(B)). This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract, based upon responses to this notice, is solely within the discretion of the Government. Any responses to this notice of contract action shall be submitted to Alan Elder, via email at alan.elder@ed.gov, with a courtesy copy email to Ryan Battad at ryan.battad@ed.gov, no later than 12:00 PM, EST, 10 December 2017. Responses shall include a detailed discussion on how the interested vendor intends to mitigate the Government's concern, to include description of previous work where the interested vendor has successfully implemented the proposed solution, for same/similar work.
