Description
NOTICE OF INTENT to award Sole Source- Mahlbauer Inc THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Bureau of Engraving and Printing (BEP) Office of Acquisition on behalf of its Office of Currency Manufacturing intends to award a sole source firm-fixed price commercial contract for emergency maintenance and repair for the Currency Over Printing Equipment (COPE) Vision Inspection System (VIS) on COPE Press 23 at Washington DC facilities. The intended contractor is Mahlbauer Inc., 226 Pickett Line, Newport News, VA 23603. The Government intends to award a sole source contract utilizing a Justification for Soliciting from a Single Source IAW FAR Subpart 13.106-1(b). The Bureau of Engraving and Printing (BEP) has an urgent need to repair the Currency Over Printing Equipment (COPE) Vision Inspection System (VIS) on COPE 23. The Currency Over Printing Equipment (COPE) presses have been specifically designed for the BEP and they utilize the letter press printing process. The COPE Division is a production area in the Office of Currency Manufacturing responsible for the production of U.S. Currency. This section maintains high speed multi-functional printing presses that include overprinting of U.S. Treasury and Federal Reserve Seals, as well as serial numbers. Presses are equipped with a COPE Vision Inspection System (CVIS) that provides for in-line inspection of currency notes. The system alerts the COPE pressmen to sheets whose COPE attributes are potentially not up to standardized specifications, checking them using grayscale technology for position of the COPE features and correctness of the serial numbers, prefixes, suffixes, and bank numbers. If a sheet is identified as being defective by the system, it is pulled in order to make a final determination as to whether or not it should continue through the process. Currently the COPE 23 has been operating unreliably. Readings are sporadic and erroneous. The BEP Equipment Managers (EM) have exhausted in house resources to troubleshoot the issue but to no avail. An OEM technician is needed urgently to perform onsite diagnostics, repair and return the equipment to full operational state. Muhlbauer is the Original Equipment Manufacturer (OEM) and currently has sole proprietorship of this inspection system and was responsible for the installation and training of the system to the BEP Electro Machinist (Maintenance) and Pressman (Operators). This notice of intent is not a request for competitive offers/quotes/proposals. A determination not to compete this requirement is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The solicitation will not be posted. To be considered, responses MUST be received NO LATER THAN 09:00AM, EASTERN STANDARD TIME, DECEMBER 4, 2017. Additionally, interested sources must be registered and currently active in the System for Award Management (SAM), found at https://www.sam.gov.
