- SOURCES SOUGHT: THIS IS ONLY A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns (SDVOSB), 8(a) certified Small Business concerns, Woman-Owned Small Business concerns or Small Business concerns, or solicit Unrestricted. The applicable North American Industry Classification System (NAICS) code is 237990, with a small business size standard of $36.5M Million. The estimated value of the procurement is between $500,000 and $1,000,000. Performance and Payment bonds will be required. The U.S. Coast Guard is seeking Interested Vendors with successful past performance, current relevant experience, personnel/resources, equipment, and capability to perform repairs to an existing U.S. Coast Guard Aids to Navigation (ATON) structure: Reedy Island Range Rear Light; 2000 Taylors Bridge Road; Townsend, Delaware. Repairs to be performed include: selectively demolish concrete base piers, and Leg C cast iron base plate, and replace with new. The work includes the preparation and painting of the entire structure. The tower legs are to be shored and the cracked concrete at the tower base piers will be removed. This is typical of all eight piers. The piers will recast with new concrete. Due to the age of the structure, it is likely that lead-based paint is present on all or most painted surfaces. Leg C base casting will be removed and replaced with a new cast iron piece. All interior and exterior surfaces including but not limited to: the tower structure, stairs, hardware, concrete bases, entrance, railings (interior and exterior), original building components (excluding replacement windows and lantern glazing), tower legs, braces, lantern exterior, lantern roof and gallery deck shall be prepped and painted. The Contractor shall comply with OSHA lead in construction standard and other applicable regulatory standards to protect workers from exposure to airborne lead dust. The ATON structure is located in New Castle County, Delaware. The performance period is estimated to be 193 calendar days from issuance of Notice to Proceed. Your response is required no later than 06 December 2017. All of the above must be submitted in sufficient detail for a decision to be made on an applicable set-aside.
