Description

The Department of Veterans Affairs, Network Contracting Office 17, intends to award a Firm Fixed Price, Sole Source contract under the authority of FAR 6.302-1(a)(2)(ii) to John R. Neal and Associates, Inc., 10610 Boomer Cir, Dallas, TX 75238 for the procurement of an Autoflame MK8 Boiler Control to replace/upgrade the existing Autoflame MK6 Boiler Control. This order for brand name software and hardware, to be performed within 30 days of contract award, will be placed on a sole source basis with John R. Neal Associates, Inc. as the following circumstance in FAR 13.106-1(b) applies: only one source is capable to provide the services required at the level of quality required because the software and hardware are unique or highly specialized. The Engineering Service Department at the Dallas VA Medical Center currently utilizes an Autoflame Boiler System with an obsolete controller. The manufacturer no longer makes replacement parts; hence, this requirement will provide for an upgrade to the MK8 Boiler Controller, ensure proper function, and provide for the ability to make repairs due to part availability. Brand name is required to ensure interoperability. The substitution of any other software/hardware other than brand name will not guarantee interoperability and cause duplication of cost to the Government. The anticipated award date is December 20, 2017. This notice is not a request for competitive quotes; however, that all responsible sources and interested parties may identify their interest and capability to meet the requirements by submitting technical data for this requirement data within 10 calendar days of this notice posting (no later than December 10, 2017, by 12:01 PM EST, to Jon Parrocha, via email at jon.parrocha@va.gov which shall be considered by the agency.
