Description
This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions. The U.S. Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Acquisition Operations Branch, is the contracting office for this procurement. The purpose of this notice is to announce the intent to award, on a sole-source basis, to MAR, a Division of Oasis Systems, a hybrid contract with a fixed priced portion for the operation and maintenance of Ohmsett and an IDIQ portion for specific testing projects, training projects, facility upgrades and major unbudgeted repairs at Ohmsett which will be undertaken under separate delivery/task orders. This action is authorized under the authority of Federal Acquisition Regulation (FAR) 6.302, Circumstances permitting other than full and open competition. MAR, a Division of Oasis Systems, is the current operator of the Ohmsett Facility for BSEE under contract number E12PC00040. BSEE intends to extend it current contract beyond the period of performance (including option periods) on a sole-source basis to the incumbent contractor (MAR) to avoid a lapse in service caused by a delay in the start of a new contract as a result of a post-award protest to the Government Accountability Office (GAO). Ohmsett is the ¿National Oil Spill Response Research and Renewable Energy Test Facility ¿ located on the Naval Weapons Station Earle (NWSE) in Leonardo, New Jersey. The primary feature of the facility is a pile-supported, concrete tank 203 meters (667 feet) long by 20 meters (65 feet) wide and with a water depth of 2.4 meters (8 feet). The tank is filled with 9.84 million liters of crystal clear water maintained at open ocean salinity through periodic addition of salt. The principle systems of the tank include a wave generator, an artificial beach to dampen waves, an oil water separator, a chlorination system and a filter system. Support facilities at Ohmsett include a Machine Shop that provides a complete range of materials, fabrication and welding services to support testing. The facility has a 75-ton crane and an onsite deck crane that can lift up to 1500 lbs. with a 42 foot reach. There is an on-site Chemistry Laboratory and a meteorological station for continuous weather measurements. This will be a follow-on contract added to the current contract for the convenience of the Government. It will include a two month base period with two one-month option periods. The estimated cost for the firm fixed price portion is $300,000 for the two month base period, and $300,000 for the two one-month option periods. The ceiling amount for the IDIQ portion is the same at $300,000 for the base period and $300,000 for the option periods. Market research efforts have indicated that only MAR, a Division of Oasis Systems, can operate and maintain Ohmsett for this short 2-4 month time period because as the incumbent currently operating the facility it has the necessary personnel, supplies, and permits in place to maintain Ohmsett as an environmentally and physically safe and secure facility, capable of performing routine testing and training on a year round basis. Award to another offeror for this short time period would cause unacceptable delays in fulfilling the BSEE ¿s requirements. The operation of Ohmsett by BSEE is mandated by the Oil Pollution Act of 1990. Therefore, MAR is the only responsible source to provide the continued operation of Ohmsett for this short 2-4 month period of time. This is not a request for competitive proposals. However, all interested sources that believe they can meet the requirements may submit a capability statement no later than December 15, 2017 at 2pm to the Contracting Officer, Caroline Laikin-Credno, at caroline.laikin-credno@bsee.gov. You must include the RFP No. 140E0118R0002 in the subject of your email. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
