Description
Sources Sought Notice - The purpose of this activity is for CONTRACTOR to purchase a new underground mining Roadheader and have it delivered to the Nevada National Security Site (NNSS) located sixty-five (65) miles northwest of Las Vegas. This procurement will also include non-contact SUBCONTRACTOR technical support in the form of operational and maintenance instruction. SUBCONTRACTOR technician shall remain on-site until the completion of the contracted (10) day support period or until released by the Subcontract Technical Representative (STR) and no more instruction/support is required. SUBCONTRACTOR shall provide manufacturer's written, along with, verbal instruction on the Roadheader to designated CONTRACTOR personnel that shall include at a minimum: vehicle safety procedures/precautions; vehicle operation to include: startup; maneuvering; operating (cutting, mining, cut material transport systems and muck removal); vehicle Operator maintenance checks, such as the proper fuel and liquid levels to be maintained. SUBCONTRACTOR technician shall oversee the Roadheader reassembly, commissioning, initial mobilization, setup and the initial CONTRACTOR planned activities with this machine. Capacity of the SUBCONTRACTOR technician will be as technical oversight and will be strictly noncontact. SUBCONTRACTOR and CONTRACTOR will define and scope the factory on-site pre-ship inspection and operational demonstration during the manufacturing process. SUBCONTRACTOR shall notify and schedule this inspection and operational demonstration with CONTRACTOR at least three (3) weeks prior to the scheduled completion of the Roadheaders' manufacturing period. SUBCONTRACTOR shall provide two (2) complete sets of manuals and documentation, along with a recommended plan for the insertion of the Roadheader into the mine, its' reassembly, commissioning and operational training. This additional documentation (insertion, reassembly, commissioning and operational training) will be developed, reviewed and approved by both SUBCONTRACTOR and CONTRACTOR during the manufacturing of the Roadheader. The CONTRACTOR's preference is that the Roadheader be shipped disassembled, since the final delivery, training and commissioning will need to occur underground. Delivery location of the Roadheader: NNSS, Area 6 Heavy Equipment Yard Building 6-800. Staging of the machine will be done after it has been inventoried by both the SUBCONTRACTOR and the appropriate CONTRACTOR personnel at the Forward Area 6 Heavy Equipment Yard. All of the initial fluids required after reassembly shall be inventoried and approved for use after reviewing the appropriate MSDS documentation. The following specifications form a part of this Subcontract: 1. Must fit in a drift that is fifteen feet (15') wide by thirteen feet (13') high. 2. Overall height must not exceed eight feet (8'). 3. Support cutting height of sixteen feet (16'). 4. Total width of machine not to exceed ten feet (10'). 5. Electrical system requirement to work with 650kVA, will work with 480kVA? 6. Electro-hydraulically powered. 7. Pick flushing system to improve safety and grinding head. 8. Integrated dust collection system. 9. Limited invert deterioration - low ground pressure crawler tracks. 10. Interchangeable cutting modules. 11. Hydraulic track drive. 12. Must be able to excavate 3000 - 4000 psi alluvium. 13. Auto fire suppression system. 14. Protective canopy for operators. 15. Automatically activated audible back up alarm. 16. Slip resistant operator's compartment floor and steps. 17. Fully adjustable suspension seat, seat belt and arm rests. 18. Quick connection for electrical trailing cable to power machine.
