- The Department of Energy/Western Area Power Administration (WAPA) intends to negotiate on a sole source basis with Festo-Didactic of Eatontown, NJ under the authority of FAR 13.106-1(b)(1), Soliciting From a Single Source, for LabVolt FACET Electronics Training System and AC Power Transmission Training System with the following specifications: QuantityFesto PNLabVolt Ref.Description 158122591000-30Manual Base Unit with Built-in Power Supply 158087791001-20DC Fundamentals 158090191003-20AC 1 Fundamentals 158091391004-20AC 2 Fundamentals 158110891020-20Magnetism and Electromagnetism 158114791024-20Motors, Generators and Controls 15857281369-00FACET ® Storage Enclosure 15793208010-B0AC Power Transmission Training System 15793088010-90Electromechanical Training System The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12 and FAR Part 13. Based on market research and the need for consistent training equipment and coursework across the power marketing agencies, WAPA has not identified any other sources that can provide the required training products, software, and course material to meet the training and development needs of the agency. If WAPA identifies no other capable sources by December 19, 2017, WAPA will issue a firm-fixed price purchase order on or about January 1, 2018 to Festo-Didactic. Delivery of all equipment is required by April 9, 2018, and shall be FOB Destination. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code for this acquisition is 335999, and the size standard is 500 employees. In accordance with FAR 5.207, all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received from all responsible sources will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This notice of intent is not a competitive Request for Quotation (RFQ). No solicitation package will be publically issued.
