SOURCES SOUGHT NOTICE H92240-18-Q-1002 Performance Work Statement Naval Special Warfare Command Small Craft Maintenance Support 1. BACKGROUND 1.1 RESERVED 2. OBJECTIVES 2.1 The Government intends to award a firm fixed price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for repair, maintenance and overhaul to watercraft, trailers and associated equipment. 3. SCOPE 3.1 The Contractor shall provide personnel, management, materials, and equipment necessary to provide depot level repair and maintenance as described in in paragraph 4 of this Performance Work Statement (PWS). 4. REQUIREMENTS 4.1 The Contractor shall provide the following personnel: 4.1.1 Provide a senior maintenance engineer (SME) to liaison with XXXXX-X and provide oversight for team in all maintenance and repair activities. The SME will be the day to day contact for the government for all matters pertaining to maintenance related items. 4.1.2 Technical library to support all required maintenance and documentation. 4.1.3 Provide 4 qualified mechanics and an electrician. 4.2 The Contractor's personnel shall perform the following tasks: 4.2.1 Overhaul a minimum of two boats per year. As directed by XXXXX-X. 4.2.2 Emergent repairs to any XXXXX-X small craft to include work packages, logistical support, and operational retest. 4.2.3 Repair and perform routine maintenance of all XXXXX-X trailers. 4.2.4 Repair and maintenance of XXXXX-X jet skis. 4.2.5 Outboard engine repair as required by the XXXXX-X. All work will be accomplished by qualified personnel. 4.2.6 Aluminum weld repair a required to support maintenance and repairs. These repairs will be performed by a certified welder. 4.2.7 Perform operational tests of all XXXXX-X small craft as required to support certification of small craft. 4.3 Certifications and Special Requirements: 4.3.1 Have experience with and the capability to conduct aluminum hull weld repair. 4.3.2 Outboard Engine repairs shall be accomplished by qualified personnel. (BRP OEM Outboard Motor (OBM) maintenance and repair technician certifications are required to work on Evinrude and Yamaha engines). 4.3.3 The contractor shall provide personnel experienced with repairing and maintaining US Navy Small Craft. 5. CLIN 000X 5.1 Over and Above Work: 5.1.1 Aluminum and other welding services that go beyond normal boat repair as requested by XXXXX-X. (Manufacturing and fabrication). 5.1.2 Additional surge personnel as required to support maintenance efforts. 5.1.3 Fly-Away Teams and support if required for emergent work outside of normal work sight. 5.1.4 Program Management support above and beyond the on-site SME. 6. DELIVERABLES 6.1 The Contractor shall develop and maintain a technical library for all maintenance related documentation. Maintenance related documents shall be updated to the technical library upon completion of the maintenance. The government shall be provided access to this Technical Library. 6.2 Inspection and test records shall, as a minimum, indicate the nature of the observations, number of observations made, and the number and type of deficiencies found. Data included in inspection and test records shall be complete and accurate, and shall be used for trend analysis and to assess corrective action and effectiveness. 7. CONTRACTOR MANPOWER REPORTING 7.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the xxxxx-x via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk at help desk at: http://www.ecmra.mil. 8. SECURITY 8.1 Security will be in accordance with the attached DD254. Contractor team individual(s) supporting this task will be cleared at the UNCLASS level Contractor will require access to NIPRNET computer systems at XXXXX-X 8.2.All contractor personnel are required to be citizens of the United States. 8.3.Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office. 9. SAFETY 9.1 Safety in all events shall be paramount. The contractor shall comply with all appropriate safety instructions and standards in accordance with XXXXX-X requirements. 9.1.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract. 9.1.2 The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government. 9.1.3 Safety related problems or mishaps involving or observed by the contractor shall be addressed immediately to the Safety Officer. A formal written report shall be prepared and submitted to the Safety Officer at the earliest convenience following the incident. 10. QUALITY CONTROL 10.1 The Contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract. 11. QUALITY ASSURANCE 11.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor's compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. The Government will assign a Contracting Officer's Representative (COR) who will be responsible for monitoring performance in accordance with the requirements of the PWS and the Quality Assurance Surveillance Plan (QASP). The COR will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner. 11.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions. 12. PLACE OF PERFORMANCE 13.1 Place of performance shall be at the Government's facility in Pearl City Peninsula, HI. 13.2 When work is performed at the Government's facility, the Government will provide electrical power, fuel oil for all vessels/craft, fresh water, HAZMAT/Oily waste/Garbage disposal, phone/internet/email access; office/work space equipped with specialty tools and special equipment required to support maintenance. The Contractor shall follow all Federal, State, and Local regulations concerning safety, hazmat, security, and demeanor as pertaining to the performance of this PWS 14. WORK HOURS/HOLIDAYS 14.1 Work may occur only Monday-Friday, excluding all federal holidays. No services or deliveries shall be performed on Saturdays, Sundays or federal legal holidays. Deliverables due on a Saturday, Sunday or federal holiday shall be due on the following business day. 14.2 Observance of federal holidays: New Year's Day January 1st Martin Luther King's Birthday Third Monday in January President's Day Third Monday in February Memorial Day Last Monday in May Independence Day July 4th Labor Day First Monday in September Columbus Day Second Monday in October Veteran's Day November 11th Thanksgiving Day Fourth Thursday in November Christmas Day December 25th 14.3 If the date falls on a Saturday, the Government holiday is the preceding Friday. If the date falls on a Sunday, the Government holiday if the following Monday. 15. PERIOD OF PERFORMANCE 15.1 The period of performance is one (1) 12 month base period and four (4) 12 month option years. 15.2 Anticipated start date, utilizing FY18 funds, will be on or about 1 June 2018 (subject to change).
