Description The Department of Health and Human Services (DHHS), National Institute of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR), The Laboratory of Cancer Biology and Genetics (LCBG), Molecular Pathology Unit (MPU) plans to procure on a sole source basis maintenance services for one (1) Government-owned Indica Labs, Analysis Engines® and HALO® image analysis modules laboratory equipment that is manufactured by Indica Labs, 2469 Corrales Road, Bldg. A-3, Corrales, NM 87048 USA. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1), and is exempt from the requirements of FAR Part 6. The North American Industry Classification System code is 811219 and the business size standard is $20.5 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall consist of a twelve (12) months period as follows: December 31, 2017 through December 30, 2018 It has been determined there are no opportunities to acquire green products or services for this procurement. The National Cancer Institute Molecular Pathology Units needs to secure a contract for the service and support of the NCI Analysis Engines® and HALO® analysis software modules. The Analysis Engines® provide parallel processing compatible with the NCI existing server/software configuration, allowing for efficient use and increased application of existing Indica Labs HALO® whole-slide image analysis resources and aiding in the sharing of data and algorithms. This acquisition will maintain capabilities with existing database, operating architecture and data analysis, by providing corrective updates and bug fixes, as well as new release software enhancements. The Molecular Pathology Unit (MPU) conducts research and development in computer-assisted diagnosis. Digital imaging and computational biological analysis enables more reproducible quantitative and accurate cancer tissue specimen analysis. Project technology benefits cancer research and improves disease diagnosis through generation of data aimed at revealing disease mechanisms. The Contractor shall provide the following: 1.0 SCOPE The Molecular Pathology Unit needs to secure a contract for the service and support for government-owned HALO Analysis Engines and HALO digital image analysis software modules, consistent with the government owned digital pathology image analysis system and existing work products. The Analysis Engine® software provides parallel processing compatible with the NCI existing server/software configuration, allowing for efficient use and increased application of existing Indica Labs HALO® whole-slide image analysis resources and aids in the sharing of data and algorithms. These Analysis Engines® integrate HALO® analysis software and storage components with the 10 current software licenses supplied to the Molecular Pathology Unit by the Contractor. The HALO image analysis software modules provide a means to accomplish computational biological analysis of whole-slide digital images. This acquisition will maintain capabilities with existing database and operating architecture. It will ensure that all components are working together efficiently and make service available for any issues that may arise. All service and support shall be provided by trained, technically qualified personnel. 2.0 TYPE OF ORDER This is a firm fixed-price purchase order. 3.0 SPECIAL ORDER REQUIREMENTS 3.1 PREVENTIVE MAINTENANCE The Contract will provide standard maintenance, remote support, and remote training services. Standard maintenance shall include: periodic update of software to correct defects, as well as minor bugs and software enhancements as new releases occur. Remote support shall include: support and training between the hours of 9:00 am and 5:00 pm, Mountain Standard Time, Monday through Friday, excluding national holidays, via webex and telephone. Support and training will be performed by trained, technically qualified personnel. Work under the contract will satisfy and continue operating the NCI system software requirements. 3.2 EMERGENCY SERVICE Emergency repair services shall be provided on an unlimited basis during the term of this contract at no additional cost to the government. Unlimited on-site service support will be provided by the Contractor's Field Service Representative Monday through Friday (excluding federal holidays). Emergency services shall be provided, as needed, Monday through Friday 8:00AM - 5:00PM, Mountain Standard Time, excluding Federal holidays. Upon receipt of notice that any part of the equipment is not functioning properly, the Contractor shall furnish a qualified factory-trained service representative to inspect the equipment and perform all repairs and adjustments necessary to restore the equipment to normal and efficient operating condition. 3.3 REPLACEMENT PARTS The Contractor not required to furnish replacements parts under this agreement since this is software contract. 3.4 SOFTWARE UPDATES/SERVICE The Contractor shall provide software service and updates in accordance with the manufacturer's latest established service procedures, to include telephone access to technical support for use of program software and troubleshooting of the operating systems, at no additional cost to the Government. The Contractor shall receive advance approval for the installation of all software updates and revisions from the NCI. In addition, defective software shall be replaced at no additional cost to the Government. 3.5 SERVICE EXCLUSIONS The Contractor shall not be responsible for any hardware items or consumable items, output peripherals, (video printers, film recorders, printers, etc.), or mass storage devices. 3.6 PERSONNEL QUALIFICATIONS Technically qualified factory-trained personnel shall perform service to the NCI Analysis Engines® and HALO® analysis software modules, as covered by this contract. All primary service personnel shall have at least one backup support person with at least the same level of expertise on the equipment covered by this contract. 4.0 PLACE OF PERFORMANCE Service shall be performed at the following location: NIH, NCI 37 Convent Drive Bethesda, MD 20892 5.0 PAYMENT Payment shall be made quarterly in arrears. Payment authorization requires submission and approval of invoices to the COR and NIH OFM. The acquisition is to obtain service and maintenance for the NCI LCBG Molecular Pathology Unit existing digital pathology system software providing compatible image analysis capabilities. The Contractor shall provide service and support consistent with existing laboratory products. Indica Labs is uniquely qualified to provide technical support to the system licensed to the NCI by Indica Labs, as they are the only known software creators and licensers of the equipment. This is not a solicitation for competitive quotations. However, if any interested parties, especially small businesses, believe they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. A copy of the capability statement must be received in the NCI Office of Acquisition on or before 12:45 PM EST on December 18, 2017. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, Contractors must have valid registration and certification on Sam.gov, www.sam.gov. No collect calls will be accepted.
