Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation for bids, proposals, proposal abstracts, or quotations. The purpose of this Sources Sought Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method. The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 20, is conducting market research to identify potential sources which can provide the following equipment: Hi-Speed camera with Multiple Lenses, Laptop and two types of software: Digital Volume Correlation (DVK) or Insight Segmentation and Registration Toolkit (ITK) AND Digital Image Correlation (DIC) software SALIENT CHARACTERISTICS High-Speed Camera Acquisition System The high-speed camera system must satisfy: 16 GB internal memory External trigger input Resolution of at least 1000x1000 pixels at 1,400 fps Color Integratable into future multi-camera expansion Controlled via laptop workstation Standard, zoom and wide-angle lenses LED style light bracket for illumination of the subject Calibration fixture to assist in digital lens distortion removal Rapid data off-load and save time (e.g. approximately 2 min to offload 1GB video) Compact form factor (<4" length) 1000 ISO or higher C or F lens mount DVC or ITK - Digital Volume Correlation or Insight Segmentation and Registration Toolkit This software needs to demonstrate that it can: Accurately calculate deformations imaged using the following imaging modalities: CT, MRI, PET, and ultrasound. Allow for manipulation of underlying algorithm parameters used to calculate vector fields. Sub-voxel accuracy on our images. Large deformation options. No volume or voxel size restrictions. Import.dicom files. Export calculated parameters as.txt or.csv files. Export slices and volumes with vector field map overlay as an image such as.jpg,.tiff or.png. Allow user defined markers or regions of interest (ROI). A demo version of the software must be made available to CLiMB staff to verify the vendor s claims; marketing materials from the vendor are not sufficient. CLiMB staff must be able to track motion of their images to our satisfaction for the product to be acceptable. DIC - Digital Image Correlation This software needs to demonstrate that it can: Take video data from multiple external sources. Option for retrospective calibration. Submillimeter accuracy and large deformation options Show minimal error with representative sample data provided by CLiMB staff Import both grayscale and full-color (RGB) image data, from a variety of input formats, Export tracked data in a non-proprietary format (e.g., text file, Excel workbook,.csv) for further processing downstream. Perform 2D and 3D surface DIC A demo version of the software must be made available to CLiMB staff to verify the vendor s claims; marketing materials from the vendor are not sufficient. CLiMB staff must be able to track motion of these specimens to our satisfaction for the product to be acceptable. Potential candidates having the capabilities necessary to provide the above stated equipment are invited to respond to this Sources Sought Notice via e-mail to Laura Davis at laura.davis5@va.gov no later than December 8, 2017. No telephone inquiries will be accepted. RESPONSES SHOULD INCLUDE THE FOLLOWING INFORMATION: company name, address, and business size; point of contact name, phone number, and e-mail address; suggested equipment information including manufacturer, model and delivery schedule; whether system is presently offered on a current GSA Federal Supply Schedule contract. NAICS Code 333316 is applicable to determine business size standard. Any questions or concerns may also be directed to Laura Davis via e-mail. Any organization responding to this Sources Sought Notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may or may not issue a solicitation as a result of this announcement. There is no solicitation available at this time.
