- Sources Sought Background Battelle, operator of the Pacific Northwest National Laboratory (PNNL), is procuring new optical character recognition (OCR) software on behalf of the U.S. Customs and Border Protection (CBP) agency. PNNL is seeking interested parties whose OCR software meets the go/no-go criteria described below. This OCR software is being considered as a replacement for existing software being used as part of radiation portal monitor (RPM) systems currently being operated at U.S. seaports. The OCR software or API will be installed on a Windows 7 or 10 computer, receive images from up to two cameras (usually Side and Rear), and will identify container identification numbers and report results. Existing "middleware" will interface with the OCR software outputs and serve as the interface to other software components and end users. Initial Requirements (Go/No-Go Criteria) To be considered, OCR software vendors must demonstrate that they meet the following requirements: • Vendor software exists as a commercially available off-the-shelf product. • Vendor is willing to provide a software-only OCR solution. That is, CBP will continue to use their existing cameras and infrastructure; only software solutions will be considered. • Vendor software has been deployed in the past for the purpose of intermodal cargo container (IMCC) code identification. Note: Deployment as a license plate reader is not sufficient. It must be an IMCC application. • Vendor software is compatible with existing camera jpeg or streaming outputs. (Existing cameras are IQEye M/N 7100, IQEye M/N 301/711, IQEye/Vicon M/N 862) • Vendor software can accommodate multiple image resolutions at the same time (for example, one camera is 1280x1024 and another camera at the same port is 1280x720). • Vendor is willing to provide up to three temporary software licenses to PNNL for the purpose of initial evaluations and testing. • Vendor will provide on-call telephone tech support to PNNL (e.g., help with setup and configuration) and provide documentation. • Vendor software is compatible with Microsoft Windows 7, 64 bit and Windows 10, 64 bit as well as Microsoft SQL Server 2008-2016. • Vendor software is fully functional on a x86-based workstation with a single Intel Core i5 3.0 GHZ processor. • Vendor software can process vertical and horizontal IMCC numbers • Vendor software can process images from multiple cameras (e.g., multiple fields of view) Desired Features (These do not preempt the Go/No-Go requirements) Desired features include: • Vendors are also encouraged to provide software-related concepts and capabilities that will improve performance including, but not limited to; o image pre-processing or enhancement, o processing multiple images of the same view of the same container, o and using the IMCC check digit • Vendor option to license the software without requiring a hardware key (i.e., USB/hardware dongle). Additionally, although some systems running the OCR software may have internet connectivity, licensing should allow for off-network systems to be licensed electronically as well. • The OCR software should output OCR values and confidence rating to a user configured OCR results SQL table. Process Vendors with software that meets the Go/No-Go requirements described above will be evaluated using actual images from ports of entry. Performance of each vendor will be compared against the existing system. The top performers from this initial evaluation will be invited to propose on providing up to 20 licenses with the potential for more in the future. Proposals and pricing will be evaluated and selected software will then be validated at a port. Assuming successful validation, the software will then be purchased and deployed for use at multiple ports across the country. Next Steps to Qualify Send a summary write-up (5-page limit) describing the commercially available OCR software and demonstrating compliance with the initial requirements noted above. Additional information can be attached; however, the decision on whether to evaluate the candidate software will be based on the summary write-up. Vendors will be evaluated and notified. If selected, the vendor's temporary OCR software licenses shall be provided to PNNL within 1-week of notification and shall be valid through March of 2018.
