Description
" Problem: Noting that subj solicitation seeks procurement of a Ka-band (single-band) terminal. A Ka-band single-band terminal for an Army user needlessly exposes that user to risks of pre-emption (rejection) from the DoD satellites they will try to be using, known as WGS. When that happens - and it happens quite frequently - the user is then forced to absorb the high operating costs of commercial Ka-band. On WGS, X-band is also available. If the Army pursues a dual-band X- and Ka-band terminal, the risk of preemption is dramatically lessened, while in fact it affords the Army use of a much more efficient, weather-resistant signal. Recommendation: Army should solicit a multi-band X- and Ka-band terminal that takes full advantage of WGS compatibility and offers the higher all-weather performance of X-band, and offers lower operating costs by reducing the risk of preemption on WGS. Question: Can this solicitation be released for a dual-band terminal, which will provide lower operating risk and lower costs to the Army? If not, why not?" Answer: Yes this solicitation can accept dual-band terminal.
