Description
The U.S. Environmental Protection Agency (EPA), Office of the Assistant Administrator for Chemical Safety and Pollution Prevention (OCSPP), Office of Pollution Prevention and Toxics (OPPT) has a requirement for an American National Standards Institution (ANSI) Membership. The Cincinnati Procurements Operations Division (CPOD) intends to negotiate and award a firm fixed price (FFP) contract to American National Standards Institution, Inc. (ANSI). EPA has identified ANSI, Inc. as the only contractor able to meet the requirements of this procurement. The sole source determination is based on the following: Only the American National Standards Institute (ANSI) can fulfill this requirement. Therefore, the Government intends to solicit with only one source under the authority of FAR 13.106-1(b)(1). Only ANSI is designated to serve as the single coordinator of documentary standards in the United States. Additionally, only ANSI can provide direct access to the International Organization of Standards (ISO), which would allow NIST access to that international standards body. The membership to ANSI and its technical advisory groups allow NIST to make progress toward key Institute objectives cost-effectively and efficiently, leveraging private sector resources. Under the National Technology Transfer and Advancement Act these objectives are to reduce duplicate efforts in standard development and related programs. This effort will help identify duplicative and redundant efforts thus saving the private and public sectors time and money. There are no other re-sellers. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EDT) on December 20, 2017. Inquiries will only be accepted via email to ryle.lisa@epa.gov. No telephone requests will be honored.
