- The Naval Surface Warfare Center Carderock Division (NSWCCD) is requesting information to identify potential sources that can manufacture the Air Particle Detectors (APD) in accordance with the NAVSEA-approved Technical Data Package (TDP). This request for information (RFI) is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR) and is not a Request for Proposals (RFP). Background: The US Navy utilizes Air Particle Detectors (APDs) onboard nuclear powered vessels to monitor the ambient environment for airborne radioactive contamination. The IM-272A/WDQ detects beta radiation while discriminating against alpha radiation and rejecting gamma background radiation. The IM-272A/WDQ is required to meet applicable shock, vibration, electromagnetic interference and environmental requirements in accordance with the respective military standards. The IM-272A/WDQ must also meet CONFIDENTIAL airborne and structure-borne noise requirements. Responses: Interested firms shall submit a response electronically to the point of contacts listed above by the reponse date. The page limit is 25 pages, however, laboratory reports and certification documents do not count towards the 25 page limitation. Responses shall include: 1. Company name, website, and physical address. 2. Point of contact, phone number, and E-mail address. 3. CAGE number (if applicable) and DUNS number. 4. Company size e.g. small business, large business, or small disadvantaged business 5. Company capability statement to manufacture APDs and any possible exceptions to the requirements of the TDP. At a minimum, this statement should include the following: a. Experience manufacturing APDs or similar devices for the U.S. Navy and foreign Navies; provide examples. b. Experience manufacturing equipment in accordance with a Technical Data Package. c. Radiological, environmental, electromagnetic and acoustic testing capabilities, either in-house or subcontracted. d. Capabilities to receive, maintain, generate and distribute CONFIDENTIAL materials/information. e. Expected lead time for delivery after contract award. f. Estimated cost per unit. g. Any other information the vendor or manufacturer deems relevant. 6. Necessity to visit NSWCCD to see an IM-272A/WDQ units and ask technical questions pertaining to the design and functionality of the unit. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work.
