- Atch 2 PRST Capability Statement Requirements, Rev 1 Atch 1 DRAFT PWS 26 Jul 17 This announcement serves as a Sources Sought Synopsis issued by 30th Contracting Squadron for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. This Sources Sought notice is issued solely for information and planning purposes and does not constitute a solicitation, nor is this notice a request for quotations. DO NOT submit a quote or proposal in response to this synopsis. For the purpose of this acquisition, the North American Industry Classification System (NAICS) Code is 541330, Professional Engineering Services (PES) and the size standard is $38.5M. This effort is to identify qualified sources capable of providing services to support the 30th Space Wing Pacific Range Support Team (PRST) at Vandenberg AFB. The contemplated contract is to provide Professional Engineering Support to serve as lead element for all Ballistic Missile Defense System (BMDS) related range interface and coordination efforts, as well as test resource integration and interoperability. The Government is particularly interest in maximizing participation from Small Businesses. Interested offerors are asked to furnish a capability statement no later than 1500 PDT, 05 Jan 18. Please include company name, address, telephone number, point of contract with an email address, business size, DUNS number, Federal CAGE code, general description of the company, how long the company has been in business and a description of similar contracts with the government and/or commercial customers (include points of contact, contract numbers, value and contract type). Additionally, each submitter must provide a response to the requirements addressed in Attachment 2. Request respondents limit these answers to a total of no more than 15 pages. STATEMENT OF NEED GENERAL SCOPE: The scope of this effort is to provide Operational & Engineering Support (O&E S) to the Pacific Range Support Team at Vandenberg AFB. The PRST assists the 30th Space Wing and the Western Launch and Test Range (WLTR) with missile defense program test planning, integration and execution. The primary PRST objective is to serve as lead element for all Ballistic Missile Defense System (BMDS) related range interface and coordination efforts, as well as test resource integration and interoperability. In addition, to support test mission surge requirements, the PRST may be tasked to provide MDA certified mission execution team members to support specific mission tests at deployed locations for up to 30 days at a time. Capability Briefing Instructions: Interested parties who consider themselves qualified to perform the services addressed in the PWS (Attachment 1) and can address the requirements in Attachment 2, are invited to schedule a Capability Briefing by 1500 PDT, 5 Jan 18. Evaluation of Capability Briefings: The government will evaluate the Capability Briefings to ascertain potential small business market capacity to provide services consistent in scope and scale with those described in this notice. Note: It is the responsibility of all potential offerors to monitor this site for release of any future synopses or solicitations. This sources sought synopsis is not a commercial solicitation per FAR PART 12. The Government will not pay for any costs associated with providing this information. The Government reserves the right to consider a small business, 8(a) or any other set aside arrangement as deemed appropriate for this contemplated procurement. To be eligible for any future contract, prospective concerns must be registered in the Department of Defense System for Award Management (SAM), and must accept payment via Electronic Funds Transfer (EFT) via Wide Area Work Flow (WAWF) website. The PWS (Attachment 1) attached to this announcement is the draft PWS for this requirement and is only provided for informational purposes.
