- Attachment 2, Staffing Matrix, Ft Campbell DFA Services Attachment 1, Pricing Matrix, Ft Campbell DFA Services DRAFT Solicitation - Fort Campbell DFA Services. The Mission and Installation Contracting Command-Fort Bragg (MICC-FB), North Carolina, is hereby issuing a DRAFT solicitation for Fort Campbell Dining Facility Attendant (DFA) Services. The final solicitation is forthcoming. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the training in the attached solicitation except for those items specified as Government furnished property and services. The applicable NAICS code is 561720. All prospective offerors must have a Commercial and Government Entity Code (CAGE) and be registered in the System for Award Management (SAM) at http://www.sam.gov. All Offerors are hereby advised that this solicitation is subject to the exercise of certain preference policies regarding the Randolph-Sheppard Act (20 USC 107) (RSA) as related to Offerors of military food services. Present DoD and Army policy interpreting the RSA applies a selection preference to qualified nominees of SLAs for the Blind who represent clients seek Defense contracts for dining facilities such as military-style food operations. This notice is not designed to discourage competition from any small business Offerors interested in this requirement. Rather, it merely represents notice regarding a mandatory priority for the SLA's proposal in the event that an offer from such source is received.
