Description
The reponse time for this Technology Call has been extended. Please see the bolded changes in paragraphs 3 and 5. Technology Call for the 2019 Maneuver Support, Sustainment, and Protection Integration Experiments (MSSPIX 19). 1. Background. The MSSPIX campaign of experimentation follows the ARCIC Live Prototype Assessment (ALPA) guidance. ALPA provides a centralized management process for Army live prototype assessments, verifies data and recommendations generated from those assessments in order to identify specific capabilities that inform interim solutions to Capability Gaps, running estimates of Army Warfighter Challenges (AWFCs), Operational and Organizational (O&O) Development and progression of Force 2025 Maneuver (F2025M) efforts. 2. Intent. In accordance with the ALPA FY18/19/20 Planning Guidance, the Maneuver Support Center of Excellence (MSCoE) and Sustainment Center of Excellence (SCoE) will host MSSPIX 2019 to examine DOTMLPF capabilities and concepts designed to address experiment objectives for Maneuver Support, Sustainment and Protection. Defeating capable enemies in the future requires Army maneuver forces enabled by Maneuver Support and Sustainment equities in all five domains - Land, Air, Cyberspace, Space and Maritime. Crossdomain maneuver is the employment of mutually supporting lethal and nonlethal capabilities in multiple domains to create a synergistic effect that increases relative combat power and provides Army forces with the overmatch necessary to destroy or defeat enemy forces. 3. Timeline. The milestones for MSSPIX 2019 Technology Selection are outlined below. All dates are projected and may shift. a. 7 January 2018 : Technology submissions due. (Some of the attachments reference a due date of 1 December 2017; the due date has been extended to 7 January 2018. b. 19 January 2018 : CoE tiering. c. 22 January 2018 : CoE tiering results released. d. 12 February 2018 : Tier II & Tier III briefings at Fort Leonard Wood, Missouri. e. 12 March 2018 : Technology selections released. 4. Experiment Objectives. A list of Experiment Objectives follows. See appendix A & C for more information regarding capability focus areas of the experiment objectives. a. Objective 1: How does the Army better enable F2025B Soldiers to understand the operational environment (conditions, circumstances and influences) ISO the employment of capabilities that enable commander decisions? b. Objective 2: How does the Army conduct shaping activities to influence the local population, enemy forces and other actors, and the terrain, within the operational environment? c. Objective 3: How does the Army better mitigate the effect of obstacles designed or employed to impede freedom of movement? d. Objective 4: How can Maneuver Support Forces be better enabled to provide enhanced technical protection capabilities? e. Objective 5: How do we provide the capability to extend endurance and operational reach, increase operational readiness, reduce demand, and execute responsive sustainment to widely dispersed units in support of Multi Domain Battle operations? 5. Technology Selection Process. a. All proposals must be submitted electronically NLT 7 January 2018 to usarmy.leonardwood.mscoe.mbx.msspix@mail.mil. See the MSSPIX 2019 Submitter's Guide at Appendix C for detailed instructions on how to submit a technology proposal. b. The technology selection committee will assess all Tier II and Tier III submissions during the MSSPIX 2019 Technology Selection Working Group at Fort Leonard Wood, MO, 12 February 2018. Tier II and Tier III briefings will consist of a 10 minute presentation using the submitted quad chart before the Technology Selection Committee. c. Selected technologies will be assigned to a proponent for sponsorship. Sponsors are responsible for developing basic experiment study issues for technologies and are responsible for executing the Experiment to Action Recommendations (ETAR) at the conclusion of the experiment. d. Candidate technology participation must be funded by the proposing organization (government or industry). Technology providers will pay all costs associated with developing, transporting, training, and sustaining selected technologies during the experiment period. 6. Submission Instructions. Submissions for MSSPIX 2019 must follow the procedures outlined in Appendix C. 7. Submission Point of Contact.
