Description
Solicitation N02CP71024-72 - Support for Thyroid Cancer and Other Thyroid Diseases in Belarus The Division of Cancer Epidemiology and Genetics (DCEG) at the National Cancer Institute (NCI), is seeking to continue the "Study of Thyroid Cancer and Other Thyroid Diseases in Belarus", a large-scale epidemiological study detecting thyroid and other pathology in persons who have been exposed to radiation as released by the accident at the Chernobyl Nuclear Power Station in April 26, 1986. The study involves two cohorts: (1) the "main cohort" that was established in the late 1990s and consists of about 12,000 subjects who were age 18 or under at the time of the accident, had their dose to the thyroid gland measured, and lived in the Chernobyl affected areas in Belarus; and (2) the "in-utero cohort" that was established in 2017 and consists of about 2,800 persons who were exposed to Chernobyl fallout radiation in-utero and early post-natal life. The main emphasis of this procurement is to conduct medical screening for thyroid cancer and diseases in the recently established in-utero cohort. The main cohort, after having undergone three cycles of thyroid screening, transitioned to linkage-based passive follow-up. The objectives of the contract are: for the in-utero cohort, (1) to conduct medical screening for thyroid cancer and thyroid non-cancer disease; (2) to evaluate the reliability of questionnaire-based doses previously reconstructed; and, for both the main and in-utero cohorts: (3) to maintain passive follow-up to update occurrences of thyroid cancer, other cancer and thyroid non-cancer disease, through linkage with the Chernobyl State Registry and the National Belarusian Cancer Registry; (4) to provide support for the study of genome characterization of thyroid cancer conducted by NCI in Belarus; (5) to conduct clinical follow-up of cohort subjects with previously diagnosed thyroid cancer; and for the main cohort only: (6) to collect data on thyroid cancer risk factors and other information through a mail survey. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source, GU RNPTS RMIECH, Republican Research Center of Radiation Medicine and Human Ecology, under the authority of FAR 6.302-1(a)(2)(ii). Statutory authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. GU RNPTS RMIECH is the only responsible source and no other supplies or services will satisfy agency requirements. The contractor is uniquely qualified as the only source that can provide the services for the following reasons: 1.The Republican Research Center of Radiation Medicine and Human Ecology (RRCRM&HE) is the only organization that has the requisite infrastructure and expertise for this project. The Contractor is the only organization that has established and maintained databases on the main cohort of approximately 12,000 subjects and has recently assembled the in-utero cohort of approximately 2,800 subjects. 2.As the designated institution of all Chernobyl related research by the Belarusian Government, the Contractor is the sole source for conducting of medical screening among the Belarusian population affected by the Chernobyl accident. The Contractor has conducted two medical screenings of the main cohort of approximately 12,000 subjects in the 2000s. 3.The Contractor is the only organization that has IRB approval and the necessary approvals from the National Cancer Registry and State Chernobyl Registry in Belarus to provide support for this study and conduct data linkage. The Belarusian Government has designated the Contractor to be the official institution devoted to studies of the aftereffects of the Chernobyl accident and mandated that all research related to the Chernobyl accident go through the Contractor. As such, the Contractor is the only institution who has access to the study population. 4.The Contractor is the only organization that has collected data on thyroid cancer risk factors and other information through interviews of approximately 12,000 subjects of the main cohort in the 2000s. The Contactor is the only organization that can conduct a mail survey of the same population as it is the only institution who has the contact information to access the study population. 5.The Contractor is the sole source of the data collected on the two important cohorts exposed early in life (such as fetuses, children or adolescents) who experienced fallout from Chernobyl. The Contractor has accumulated a substantial amount of data by following the malignant and benign thyroid disease experience in this cohort since 2004. Only through an active collaboration with the Contractor can NCI gain access to this valuable data and make productive use of it. No other such cohort of substantially exposed children exists in Belarus and there is no other reasonable alternative to contracting directly with this Contractor. The proposed contract action is for supplies or services for which the Government intends to continue with one source under authority FAR 6.302. However, responsible sources may submit a capability statement, which shall be considered by the agency. Respondents should submit their capability statements via email to Jame Chang at jame.chang@nih.gov no later than 12:00PM Eastern on October 30, 2017. The RFP will be available electronically at a later date and may be accessed through FedBizOpps at www.fbo.gov. This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile or email transmissions will be accepted. IT IS THE OFFEROR'S RESPONSIBILITY TO MONITOR THE ABOVE MENTIONED SITE FOR THE RELEASE OF THE SOLICITATION AND ANY AMENDMENTS.
