- This is a sole source announcement. A written solicitation will not be issued. The Health Resources and Services Administration (HRSA) intends to issue a modification to increase the amount of contract HHSH250201500011C with the National committee for Quality Assurance (NCQA), 1100 13th St. NW, Washington DC 20005-4285, for health center accreditation services. This action will increase the total amount for the current contract year by $571,836.00, and will allow HRSA to support the increase in health centers seeking PCMH recognition. The period of performance for the contract remains unchanged. The contract is in its second of four one year option periods, and is set to expire September 29, 2020. This effort is in support of the HRSA Bureau of Primary Health Care’s (BPHC) Patient-Centered Medical Home (PCMH) initiative, which supports the Health Center Program in its effort to promote a patient-centered, primary medical/health care home for millions of the nation’s underserved people, assuring access to comprehensive, culturally competent, quality primary health care services. The Health Center Program demonstrates the culture of quality and safety within health centers, with a specific focus on quality improvement, quality assurance, and risk management. This notice is provided pursuant to FAR Part 5.201. The required services by the agency under the above contract are available from only one responsible source and no other type of services will satisfy agency requirements. The original contract was awarded under the full and open competition process. NCQA’s proposal was determined to be the best value to the government, price and other factors considered. NCQA is the only source available that can provide these services. NCQA currently provide the required services and the proposed contract modification is to satisfy the increased needs of the BPHC grantee health centers that require PCMH recognition. No other source will able to provide the required services to meet the needs of HRSA. The total amount for the increase is estimated to be $571,836.00. The intent of this notice is not to solicit competitive offers. However, interested offerors may submit their capabilities or responses for consideration before the closing date and time, December 20, 2017 at 2:00PM Eastern. A determination by the Government to complete this proposed contract action is based upon responses to this notice and is solely within the discretion of the Government. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
