- Description
- This is a synopsis for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. The Federal Bureau of Investigation, Hostage Rescue Team, Washington, D.C. intends to establish a sole-source award to the University of Pennsylvania for team development training. The University Of Pennsylvania Wharton School Of Business with the Aresty Institute of Executive Education has created a one-of-a-kind, invitation only, Team Professional Development Program for the purpose of training and research that is focused on how teams can enhance the selection, training and development of teams, their operators, and their team functionality. This course is specifically tailored to the FBI's interests by Wharton who has been working on this program through a joint collaboration with various government agencies and its own partners. The program is designed for the aforementioned entities to come together and support each other in the highly specific problem solving of each unit's specialized needs during this course work. This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR parts 12 and 13 to purchase the above services. The North American Industry Classification System (NAICS) code for these items as provided by the University of Pennsylvania is 611310 - Colleges, Universities, and Professional Schools. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than December 20th, 2017. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt of information including their appropriate DUNS number. All inquiries shall be sent via e-mail to either the contracting officer, Mr. Brian Chrostowski, at bchrostowski@fbi.gov or contract specialist, Ronald Greene, at ragreene2@fbi.gov. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to perform the required services and training in a.pdf or.docx format. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the government not to compete this action is based on this notice and solely within the discretion of the government.
