Description: Reps and Certs Requirements Document Baltimore C-STARS Hotel Accommodations 6 Dec 17 COMBINED SYNOPSIS/SOLICITATION Date: 6 December 2017 This serves as a request for final proposals for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The associated North American Industrial Classification System (NAICS) code is 721110 with a small business size standard of $32.5M. This acquisition is being set-aside for small businesses. Only proposals from small businesses will be considered. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation, which is expected to result in the award of a firm-fixed-price contract, is for a source capable of providing Hotel Rooms and Conference Rooms in Baltimore, Maryland to the Wright-Patterson Air Force Base (WPAFB) 711 th Human Performance Wing (HPW), in accordance with the requirements of industry standards and applicable local, state, and Federal laws. The requirements are described under the requirements section of this solicitation and accompanying requirements attachment. An award, if any, will be made to the responsible Offeror who submits a proposal that: 1. Conforms to the requirements of the solicitation. 2. Receives a rating of "Acceptable" on the Technical Capability evaluation factor. 3. Is deemed the lowest price technically acceptable (LPTA). Submittal of quotes in response to this solicitation constitutes agreement by the Offeror of all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract. It is the Offerors responsibility to be familiar with the applicable clauses and provisions. The Government reserves the right to award without discussions or make no award at all depending upon the quality of proposals received and the price fair and reasonableness of proposals received. The solicitation number for this requirement is FA860118R0009 and is hereby issued as a combined synopsis/solicitation using FAR 12, Acquisition of Commercial Items and FAR Subpart 13, Simplified Acquisition Procedures. Period of Performance: 1 January 2018 - 30 June 2018 (6-month Base) 1 July 2018 - 31 December 2018 (6-month Option) Requirements: The 711 th HPW requires Baltimore hotel and conference room accommodations for students participating in The Center for Sustainment of Trauma and Readiness Skills (C-STARS) Program at the R Adams Cowley Shock Trauma Center at the University of Maryland. Requirements are to be performed in accordance with the Requirements Document Baltimore C-STARS Hotel Accommodations dated 6 December 2017, located in Attachment 1. Salient Requirements : •1. 4,282 hotel rooms per 6 month contract •2. 2 Conference Rooms of at least 830 sq/ft and 1 Supply Room of at least 750 sq/ft for seven (7) twelve-day periods per 6 month contract The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be technically acceptable and the lowest price technically acceptable. Technical Capability and Price will be used to evaluate all offers. The anticipated award is Firm-Fixed Price-LPTA. The quotations may be in any format but MUST include: 1. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
