Description
The USDA NRCS is preparing to issue a solicitation for work authorized under the Emergency Watershed Protection Program to relieve imminent hazards to life and property due to a major flood event June 22-29, 2016, impacting Nicholas County, West Virginia. The project focuses on restoring and stabilizing approximately 102 linear feet of stream channel on two sites on Carpenter Fork and Road Run in Braxton County, West Virginia. The contractor will install loose rock riprap and/or gabions baskets to stabilize and protect the stream bank. Disturbed areas will be graded to provide positive drainage and seeded and mulched to provide vegetative cover. If necessary, blockages will be removed to restore channel capacity. The solicitation will be a Total Small Business set-aside. Interested contractors must be registered as Active, and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. All necessary permits and land rights have been acquired. A firm-fixed price construction contract is anticipated under Simplified Acquisition Procedures. FAR Part 13 and 36 apply. As such, a bid bond is not required and there will be no formal bid opening. A Request for Quotes is being solicited, and can be supplied via fax, email, or regular mail. Award will be made to the lowest priced, responsible offeror. An alternative form of payment protection, either a Payment Bond (SF-25A) or irrevocable letter of credit (ILC), in the amount of 100% of award will be required within 5 days of award. The solicitation package, construction drawings and specifications will be posted and available from this site on December 21, 2017. Requests for quotes, under Simplified Acquisition Procedures, will be due January 3, 2017 at 11 a.m. A site showing to inspect the site will be held on Thursday, December 28, 2017. Participants should plan to meet at 10:00 a.m. at the intersection of Route 19 and County Route 19/40, Old Turnpike Road. This intersection is approximately 2.3 miles north of Birch River along Route 19. The latitude and longitude of the meeting site is 38.521852 -80.728627. Performance time is 18 calendar days. Magnitude of proposed construction: between $25,000 and $100,000.
