Description
SOURCES SOUGHT SYNOPSIS Synopsis Number: FA8213-18-XCM 1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 325920, Explosives Manufacturing which has a corresponding Size Standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Government has a requirement to bridge the gap between the developmental stage to operational requirements of "like items" previously produced for the Expendable Countermeasure (XCM) Team. The performance of this workload will require effectiveness testing, safe separation testing, Low Rate Initial Production, and the ability/capability to respond to Urgent Operational Needs. The Government is seeking production of small quantities (up to 10,000 units) of XCM items to fit into existing form factor cases, such as 1x1x8, 1x2x8, 2x2x5x8, 2x2x10, and 1.5x6 (circular) for usage on multiple aircraft. The XCM must be able to produce a positive and/or negative electromagnetic source(s) with intensities ranging from 1nm to 10^6nm wavelengths. The items needed for procurement include but are not limited to: Magnesium-Teflon-Viton (MTV), Magnesium-Teflon-Binder (MTB), MTV-MTB plus additive "A", Spectral (two-color) flares, and pyrophoric decoys. The contractor is responsible for significant hazard and appropriate safety controls. Government Furnished Equipment and Government Furnished Material will not be available for this effort. The contractor is responsible to provide all personnel, services, facilities, technical expertise, and materials. Also, the contractor is responsible for disassembly, testing, evaluation and subsequent disposal of any residual hardware, explosives or materials, and any related miscellaneous tasks. The information received will be considered for the purposes of determining the existence of any and/or all sources and most responsive type of acquisition strategy for the Government. The SSS does not constitute an obligation, commitment, or agreement by the Government. This is not a request for proposal or invitation for bid neither is it any guarantee for a contract award by responding. No reimbursement will be made for any costs associated with providing information in response, which is strictly voluntary, to this Sources Sought.
