Description
INTENT TO AWARD A SOLE SOURCE. The U.S. Department of Health and Human Services (HHS), Office of Inspector General (OIG), through the Program Support Center (PSC), Financial Management Portfolio (FMP), Acquisition Management Services (AMS), intends to negotiate on a sole source basis with Penn Parking, Inc., 7257 Parkway Drive, Suite 100, Hanover, MD 21076, for twenty-four (24) parking spaces for Government Owned Vehicles (GOVs) used by law enforcement agents. The statutory authority is 10 U.S.C. 2304(c)(5), as set forth in Federal Acquisition Regulation (FAR) 6.302(5)(b)(5), sole source awards under the HUBZone Act of 1997 - 15 U.S.C 657a. OIG requires 24 parking spaces within or directly adjacent to the office building located at Patriots Plaza III, 355 E Street, SW, Washington, DC. OIG requires its law enforcement agents have 24/7 access to their GOVs for official business. The location of the parking spaces must meet proximity requirements. These vehicles are assigned to law enforcement agents who require immediate and unencumbered access to their vehicles at all times. Law enforcement agents need to secure and transfer evidence, firearms, and witnesses and interviewees from their GOVs to their office space and therefore parking spaces must be at the closest proximity possible to the law enforcement agents' secure office spaces. The period of performance will be for one 12-month base period and four 12-month option periods. The government intends to negotiate on a sole source basis with Penn Parking, Inc. pursuant to FAR 6.302(5)(b)(5). Penn Parking, Inc. provides the parking management services at Patriots Plaza III and is HUBZone certified. THIS IS NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. NO SOLICITATION IS AVAILABLE; THEREFORE REQUEST FOR SUCH DOCUMENT WILL BE CONSIDERED INVALID RESPONSES. All responsible sources that have determined they can provide the services, inclusive of proximity requirements, may submit a capabilities statement. Capabilities statements should clearly indicate business size, inclusive of HUBZone certification. The email subject line must reference Solicitation No. 18-233-SOL-00081 - Parking Spaces for Law Enforcement at Patriots Plaza III. All responses are due by December 21, 2017 at 12:00 pm Eastern Time and sent to tory.estabrook@psc.hhs.gov. A determination by the Government not to compete this proposed contract is solely within the discretion of the government.
