List of 439 items related to the MH-60 Supply Chain Management and Customer Direct Consumable Support. DISCLAIMER: THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT NOTICE. As stated in Federal Acquisition Regulation (FAR) 15.201(e), response to this notice are not offers, and shall not be accepted by the Government to form a binding contract. The purpose of this Sources Sought Notice is to determine if other companies, besides Sikorsky Aerospace (Sikorsky), are capable of providing performance-based consumable item material support for the MH-60 Helicopter. The proposed contract action will be to add the attached population of MH-60 NIINs to DLA Aviation's Holistic Contract for H-60 Performance-Based Supply Chain Management Support, which will be awarded to Sikorsky in late spring 2018. Previous FBO postings regarding the H-60 Holistic Contract are searchable under the solicitation number SPE4AX17RTL23. DLA intends to solicit and negotiate with only one source (Sikorsky) under authority granted under FAR 6.302. Interested entities may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received by the synopsis response date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the Government's discretion. Information received will be considered solely to determine whether to conduct a competitive procurement. The overarching objective of this acquisition is to improve material availability and minimize backorders for DLA Aviation MH-60 customers by streamlining supply chain management. In order to meet this overarching objective, the contractor shall provide consumable item support to US Navy Operational & Intermediate (O/I-Level) and DLA Aviation worldwide customers and to drive supply chain management improvements. The contractor will be required to aggregate all material requirements in order to leverage the best value for material support. The contractor will be required to deliver their supplies to Government's wholesale and retail supply points. While the contractor will be required to provide consumables for MH-60 repair activities, actual repair of MH-60 aircraft is not included in this requirement. The contractor shall be responsible for demand forecasting, acquiring, stocking, and fulfilling requirements on a Customer Direct (CD) basis. The contractor will ship material directly to DLA's customers to satisfy emergent and routine requisitions. The comprehensive material BOM list includes approximately 450 NIINs. The material support approach will include Sikorsky sourcing OEM Sole Source, aircraft-unique, and common NIINs where current DLA Material Availability (MA) is less than 90%. The approach will also include using DLA as the primary source of supply for material during the transition to contractor support and seeking DLA stock depletion prior to commencing contractor support. Contractor performance will be measured using the same metrics included in DLA's H-60 Holistic contract: Customer Direct Availability, Delinquent Orders, and Small Business Participation. In addition to filling material requirements, the contractor must be able to obtain all proprietary engineering data to provide engineering support and sustainment elements, recommend reliability improvements, provide obsolescence management, make recommendations for Engineering Change Proposals (ECPs), mitigate Diminishing Manufacturing Source (DMSMS) challenges, manage Critical Safety Items (CSI), and provide field-engineering support for the MH-60 platform and all variants. OBJECTIVES: DLA's primary objectives are to (1) increase MH-60 Material Availability to greater than 90% and (2) to improve Ready Based Aircraft (RBA) availability through improved consumable item availability. In order to meet these objectives, the contractor must have the ability to drive changes into the weapons system configuration and, more importantly, understand, analyze, and assess the implications-both in terms of performance and operational usage-of any potential configuration change. RESPONSES: The Government requires that only non-proprietary information be submitted in response to this Sources Sought Notice. The Government shall not be liable for or suffer any consequential damages for the use of any proprietary information submitted. 1. Indicate whether your interest is a prime contractor or as a subcontractor 3. Respondents must address: a. Their capability to satisfy all objectives listed above, to include a description of the extent and content of prior experience on PBL efforts that are similar in nature and scope and, b. Willingness to provide upfront pricing for full term of contract (up to 7 years) c. Their ability to independently gain access to proprietary OEM engineering data and drawings.
