- This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. The Defense Threat Reduction Agency intends to issue a cost-plus fixed fee contract, on a sole source basis, to Lovelace Biomedical and Environmental Research Institute (LBERI), 2425 Ridgecrest Drive, SE Albuquerque, NM 87108-5127 for the following: Laboratory analysis services are required to process simulant field samples and to process these samples to determine the Colony Forming Units (CFUs). Laboratory analysis is time sensitive and requires fast turnaround time. Samples from DTRA will be characterized prior to field tests to establish baseline results. Following field tests, samples will be processed, plated, incubated and counted for CFUs (in triplicate). The results of these CFUs in each sample will be reported. Effect of sampling technique on the viability of the simulants will be determined (positive and negative controls). The ability to count Green/Red Fluorescent protein and/or determine a methodology to analyze biological simulants with Green/Red Fluorescent protein will also be determined. Performer will provide support with test designs of chemical/biological tests; develop pretest methodologies that will enhance DTRA's testing results (characterize simulant, understand unknowns, concentrations, analyze pretest samples, etc.); characterize dissemination systems for future tests: mass output ranges, particle size distribution (PSD), and initial ejection/output velocities including an understanding of how these parameters change relative to pressure adjustments, temperature adjustments and nozzles; support DTRA in testing in a wind tunnel; decontaminate instruments used in testing; pretest chemical and biological simulant in order to establish a baseline. Period of performance is 60 months. This notice of intent is not a request for competitive proposals, as the Government believes that LBERI is the only source capable of satisfying its requirement. Any other firm desiring consideration must fully identify its capability to perform the requirement by Friday, 22 December 2017 at 3:00 pm, Mountain Standard Time. (Information previously submitted in response to the Sources Sought notice HDTRA2_Chem_Bio_CWMD of 29 March 2017 was evaluated prior to the determination that LBERI was the only capable source.)
