Description

The Naval Air Systems Command (NAVAIR), V-22 Osprey Program (PMA 275), Patuxent River, MD intends to negotiate and award a sole-source Delivery Order under Basic Ordering Agreement (BOA) N00019-17-G-0002 to Bell Boeing Joint Project Office, 401Tiltroter Drive, Plant A, Amarillo, TX 79111-1200 for the Non-Recurring Engineering (NRE) to support the qualification, integration, and documentation necessary to incorporate the P/N 7-1500 Antenna Logic Control Unit (ALCU) for use in the V-22 Osprey aircraft. This acquisition is being pursued on a sole-source basis under the authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirements." The Bell Boeing Joint Project Office is the sole designer, developer, and manufacturer of the V-22 Osprey aircraft and therefore is the only company that has the requisite knowledge, experience, and technical data required to successfully support fleet and program requirements. Companies interested in subcontracting opportunities should contact the Bell Boeing Joint Project Office directly. This synopsis is not a Request for Proposals. The Government does not intend to fund the development or qualification of other sources for fulfilling this requirement. All responsible sources may submit a capability statement, which shall be considered by the agency.
