Militarily Critical Technical Data Agreement Technical Data Request Questionnaire Nondisclosure Agreement SOURCES SOUGHT TECHNICAL DESCRIPTION FOR MODERNIZED DEMOLITION INITIATOR (MDI) PRODUCTS W15QKN-18-X-0BAR INTRODUCTION The U.S. Army Contracting Command - New Jersey, Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Product Manager - Close Combat Systems (PM-CCS), is issuing this Sources Sought synopsis as a means of conducting market research to identify potential sources having an interest and capability of manufacturing and delivering any or all of the following products/systems: 1. IGNITER, TIME BLASTING FUSE: with shock tube capability, M81 2. CAP, BLASTING: non-electric, 30 ft shock tube, M11 3. CAP, BLASTING: non-electric, 5 minute time fuse delay, M14 4. CAP, BLASTING: non-electric, 25ms and 200ms delay, 70 ft shock tube, M15 5. DUMMY CAP, BLASTING: non-electric, 200 ft inert minitube, dial in-line initiator, M20 (M19 Inert) 6. BOOSTER, DEMOLITION CHARGE: non-electric, 10 ft detonating cord, M151 7. DUMMY BOOSTER, DEMOLITION CHARGE: non-electric, 30 ft inert detonating cord, M652 (M152 Inert) The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this Sources Sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY.   PROGRAM/SYSTEM DESCRIPTIONS: 1. IGNITER, TIME BLASTING FUSE: with shock tube capability, M81 (M81 Igniter). a. DODIC: MN08 b. P/N 13042035 / NSN: 1375-01-608-6852 (Army Pack) c. P/N 13042036 / NSN: 1375-01-608-6847 (Marine Pack) d. The M81 Igniter is the successor to the M60 Igniter, with the added capability to initiate shock tube in addition to time blasting fuse. The M81 Igniter is a small plastic tube with a pull ring on a thin rod projecting from one end, and safety (cotter) pin that goes laterally through the tube and a screw cap that secures a holding mechanism for the time blasting fuse or shock tube on the other end. A two-piece plastic plug is secured in a hole in the screw end cap that will accommodate the shock tube or time blasting fuse. The M81 Igniter employs a steel mechanism firing assembly and M42C1 primer to initiate the attached shock tube or time blasting fuse. 2. CAP, BLASTING: non-electric, 30 ft shock tube, M11 a. DODIC: ML47 b. P/N 13026520 / NSN: 1375-01-576-5213 c. The M11 consists of a 30 foot length of shock tube, environmentally sealed at one end, and a non-electric, non-delay blasting cap attached at the other end. It is initiated by an M81 Igniter. The M11 is coiled either in a Figure "8" or "80" configuration. i. Shock tube. Shock tubes are plastic conduits coated with a thin layer of reactive material, HMX/Aluminum Powder mix, on the inside walls. ii. Blasting Cap - Physical characteristics. The length of the blasting cap shall be 2.25 inch to 2.35 inch. The outside diameter shall be 0.230 inch to 0.241 inch. The beginning of the crimp on the blasting cap joining it to the shock tube shall be at 0.125 +/- 0.025 inches away from the end of the blasting cap. iii. Blasting Cap Explosive composition. The base charge shall be class C type A or B RDX, an intermediate charge of type I lead azide or lead azide RD-1333. 3. CAP, BLASTING: non-electric, 5 minute time fuse delay, M14 a. DODIC: MN06 b. P/N 13023563 / NSN: 1375-01-567-5534 c. The M14 consists of approximately 7.5 ft of M700 Time Blasting Fuse, environmentally sealed at one end, and a non-electric, non-delay blasting cap attached at the other end. The M14 is initiated by an M81 Igniter. The M14 burn time (5 minutes) is calibrated at sea level and temperature of 125°F. The M14 Blasting Cap is marked with a yellow tick mark every minute for each of the 5 minute increments. The M14 is coiled in a Figure "0" configuration. i. Blasting Cap - Physical characteristics. The length of the blasting cap shall be 2.25 inch to 2.35 inch. The outside diameter shall be 0.230 inch to 0.241 inch. The beginning of the crimp on the blasting cap joining it to the shock tube shall be at 0.125 +/- 0.025 inches away from the end of the blasting cap. ii. Blasting Cap Explosive composition. The base charge shall be class C type A or B RDX, an intermediate charge of type I lead azide or lead azide RD-1333. 4. CAP, BLASTING: non-electric, 25ms and 200ms delay, 70 ft shock tube, M15 a. DODIC: MN07 b. P/N 12982923 / NSN: 1375-01-447-2049 c. The M15 is a non-electric 70 ft. length of shock tube with slightly different size factory crimped detonators at each end containing different delay elements. The shorter detonator is a low strength, 25 milliseconds delay designed to initiate other shock tubes in the priming system, while the longer detonator is a high strength, 200 millisecond delay designed to initiate explosives. Both detonators are also slightly larger in diameter than a standard blasting cap and do not fit into a standard cap well. The M15 has two flags; a yellow flag (2 meters from the high strength cap) and a RED flag (1 meter from the high strength cap). The M15 also has a special plastic holder attached to the shorter detonator to facilitate connection to other shock tubes. 5. DUMMY CAP, BLASTING: non-electric, 200 ft inert minitube, dial in-line initiator, M20 (M19 Inert) a. DODIC: MN87 b. P/N 12999558 / NSN: 1375-01-494-6929 c. The M20 consists of a 200 ft of dual minitube (shock tube) wrapped around a spool and each minitube line consists of an Inert M81 Firing Assembly (P/N 8822504) on one end and an inert blasting cap on the other. It physically represents the actual M19, except it is inert. The color of the shock tube is bronze. The blasting caps have four holes drilled on the circumference to establish an unobstructed view through the cap. These holes are 90º apart. The blasting caps are also labeled "inert" on two sides, opposite each other. 6. BOOSTER, DEMOLITION CHARGE: non-electric, 10 ft detonating cord, M151 a. DODIC: MN68 b. P/N 13017777 / NSN: 1375-01-467-8646 c. The M151 booster is a non-electric, non-delay insensitive initiation system with a length of 10 feet. It has a solid core, low strength detonating cord and a secondary explosive booster. The detonating cords have a high velocity detonating rate, equivalent to the standard military detonating cord (type I or type II). The booster contains no primary explosive, but has a secondary explosive. The initiation output is equivalent to an M7 Blasting Cap. 7. DUMMY BOOSTER, DEMOLITION CHARGE: non-electric, 30 ft inert detonating cord, M652 (M152 Inert) a. DODIC: MN75 b. P/N PRF 14000035 / NSN: 1375-01-470-2399 c. The M652 physically represents the M152, except it consists of 30 ft of inert detonating cord. The color of the detonating cord is bronze. It consist of ID tags which legibly display "M152 Inert". The booster has four holes drilled on the circumference to establish an unobstructed view through the booster. These holes are 90º apart. The boosters are also labeled "inert" on two sides, opposite each other. REQUIRED CAPABILITIES: The Government requires the manufacture, inspection, testing, and delivery of these items/systems in accordance with the Government owned Technical Data Packages (TDPs) and Product Specifications/Descriptions as applicable. The respondent must have available a majority of the skills, facilities and equipment to manufacture these products/systems. Specific manufacturing capabilities include but are not limited to machining metal, molding plastic, blasting cap loading and handling, pyrotechnic loading and handling, shock tube manufacture, explosive processing and handling, and Load Assemble Pack (LAP) of the final products/systems. First Article Testing as well as Conformance/Lot Acceptance Testing (LAT) at the component and end-item level to include physical measurements and functional testing will be required. If a respondent does not have the adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to describe and demonstrate their ability to obtain these resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. The intent of this Sources Sought is to identify and assess sources capable of manufacturing, packaging, inspecting, testing and delivering any or all of the aforementioned items. TECHNICAL DATA PACKAGES/SPECIFICATIONS: For the purposes of this market research, TDPs and Product Specifications/Descriptions will be made available to assist in responding to this survey. The following TDPs are Distribution Level A and requests must be made through the contracting Point of Contact (POC): 1. IGNITER, TIME BLASTING FUSE: with shock tube capability, M81 (M81 Igniter). 2. CAP, BLASTING: non-electric, 5 minute time fuse delay, M14 3. CAP, BLASTING: non-electric, 25ms and 200ms delay, 70 ft shock tube, M15 4. DUMMY CAP, BLASTING: non-electric, 200 ft inert minitube, dial in-line initiator, M20 (M19 Inert) 5. BOOSTER, DEMOLITION CHARGE: non-electric, 10 ft detonating cord, M151 6. DUMMY BOOSTER, DEMOLITION CHARGE: non-electric, 30 ft inert detonating cord, M652 (M152 Inert) The following TDP is Distribution Level D - Distribution authorized to Department of Defense (DoD) and U.S. Contractors Only. Requests shall be made through the contracting Point of Contact (POC), following the instructions provided below; however, respondents will not be precluded from submitting their capabilities/qualification data and any pertinent information if the TDP is not obtained. 1. CAP, BLASTING: non-electric, 30 ft shock tube, M11 To obtain copies of the Distribution level D TDP and Product Specifications/Description, interested parties must submit the following: a) E-mail the requester's DD Form 2345 Military Critical Technologies Data Agreement, certified current by the U.S. and Canada Joint Certification Office (JCO). b) E-mail the completed AMSTA-AR Form 1350 Technical Data Request Questionnaire c) Email the fully executed Non-Disclosure and Non Use Agreement. All other requests must be referred to the Project Manager for Close Combat Systems, ATTN: SFAE-AMO-CCS, Picatinny Arsenal, NJ 07806-5000. ELIGIBILITY: The applicable 2017 North American Industrial Classification System (NAICS) code for this requirement is 325920 - Blasting accessories (e.g., caps, fuses, ignitors, squibbs) manufacturing with a Small Business Size Standard of 750 employees. The Product Service Code (PSC) is 1375 - Demolition Materials. Please indicate your organization's Small Business status including certification of HUBZone, Veteran Owned and Woman Owned status in your response. SUBMISSION DETAILS: Interested businesses should submit a capabilities statement package, demonstrating ability to provide the products/systems listed in this Sources Sought Technical Description. Submission should be in contractor format, no less than 10 point font. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimates provided as a result of this request are "best" estimates only. The contracting POC is Ms. Erin Donaldson. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Erin Donaldson, in either Microsoft Word or Portable Document Format (PDF), via email erin.m.donaldson2.civ@mail.mil no later than 3:00 p.m. Eastern Standard Time (EST) on 05 January 2018 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Email submittals are restricted to a maximum file size of eight (8) Megabytes (MB). In the event that the email submission is larger than 8MB, separate into several emails or contact the contract specialist for additional instructions. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required products/systems, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, fax, website address, telephone number, type of ownership for the organization, business size; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
