- Attachment 2: Questions, Comments, and Data Request Form Attachment 1: Draft Statement of Work - EWTS The Naval Sea Systems Command (NAVSEA) intends to post a competitive solicitation to continue the US Navy's enhancements, integration, test and fielding of the Battle Force Electronic Warfare Trainer (BEWT) II systems to support training of the legacy SLQ-32 Electronic Warfare (EW) Operators; continue enhancement development, integration and test to the Surface Electronic Warfare Team Trainer (SEWTT) in supporting training of the SLQ-32(V)6/7 EW Operators; continue enhancements, integration and test of the EW Console Simulator in support of the Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT); provide engineering expertise to the U.S. Navy as required to advance combat system training, and provide updates, repair, technical and engineering support services as required to the U.S. Navy. This requirement is for Program Executive Office Integrated Warfare Systems (PEO IWS) 1IT, Fiscal Year (FY) 2018 through 2023. This procurement will be a 100% small business set aside. The Battle Force Tactical Training (BFTT) Program is an Acquisition Category (ACAT) IV-M program that provides the hardware and software required to integrate onboard trainers, simulators and stimulators into a baseline to enable shipboard multi-warfare and multi-ship combat system team training capability. The Combined Integrated Air and Missile Defense (IAMD) and Anti-Submarine Warfare (ASW) Trainer (CIAT) program provides high fidelity training at key fleet concentration area shore sites and integrates BEWT/SEWTT and SLQ-32 Emulators into the IAMD/ASW trainer. The BEWT, SEWTT and CIAT systems, whether integrated with BFTT, CIAT, or operating in standalone mode, are the sole providers of tactical Electronic Warfare (EW) training to the U.S. Navy and U.S. Coast Guard. To fulfill this requirement IWS 1IT is in need of a commercial contractor with the experience, capability, and capacity to provide production units and engineering support. Support will include systems engineering, hardware procurement, software installation, testing, maintenance, warehousing, repair, logistics, and documentation as required for US Navy ships and selected shore sites. NAVSEA intends to award Firm Fixed Price (FFP) CLINs for a BEWT II First Article Unit, subsequent BEWT II Production Units, and Storage, Cost Plus Fixed Fee (CPFF) Level of Effort (LOE) CLINs for Training System Engineering and Technical Support, and In-Service Engineering Agent (ISEA) support. NAVSEA also intends to award Cost Only Travel and Other Direct Cost (ODC) Material CLINs to support the CPFF LOE labor engineering, and a Not Separately Price (NSP) Data CLIN. The solicitation will be issued electronically via Federal Business Opportunities (FBO) at http://www.fbo.gov. Hard copies of the solicitation will not be provided or mailed. Interested parties should monitor the FBO page for release of the solicitation. Any solicitation or applicable amendments to this pre-solicitation synopsis will be issued electronically via FBO. The Government is under no obligation to maintain a bidders mailing list. Draft portions of the solicitation (See Attachment 1) are attached to this pre-solicitation notice for industry questions and comments. The Government will be accepting comments through 22 December 2017. Questions and comments should be electronically submitted using the format provided as Attachment 2 to Stephanie Gerow (stephanie.gerow@navy.mil).
