Description
Department of Health and Human Services, Centers for Disease Control and Prevention, Office of Financial Resources, Office of Acquisition Services, Room 3000, 2920 Brandywine Road, Atlanta, GA 30341-3724 The Centers for Disease Control and Prevention (CDC), Center for Global Health (CGH), Division of Parasitic Diseases and Malaria (DPDM), Entomology Branch (EB) intends to negotiate a sole source contract with Kansas State University, Manhattan, Kansas, to develop and validate ELISA assays and key salivary protein biomarkers to detect and quantify Anopheles albimanus and Anopheles darlingi salivary protein antibodies in humans. Objectives: 1. Develop ELISA assays using whole salivary gland extract from An. albimanus and An. darlingi to detect salivary IgG antibody levels in humans. 2. Validate the ELISA assays by comparing the salivary IgG antibody levels against An. darlingi and An. albimanus from reference serum specimens from healthy subjects, asymptomatic and symptomatic malaria patients from areas where An. darlingi and An. albimanus are the principal malaria vectors. 3. Identify the most immunogenic salivary protein in salivary gland extracts from An. albimanus and An. darlingi. 4. Characterize the immune response against the main immunogenic salivary proteins in reference specimens. The justification for this non-competitive action is in accordance with 13.106-1(b) (1), only one source is reasonably available which states that, "For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a Capability Statement demonstrating their abilities to meet this requirement. All responses will be considered. All Capability Statements shall be received by the closing date of this synopsis and shall be submitted in writing. Responses may be sent via email to luw9@cdc.gov.
