REQUEST FOR INFORMATION U.S. Coast Guard Research and Development Center Heavy-Lift Boat Transportation for the Joint Maritime Test Facility, Mobile, AL Market Research DESCRIPTION: This Request for Information (RFI) is part of a market research effort by the United States Coast Guard (USCG) to determine the availability of heavy-lift boat transportation services for the Joint Maritime Test Facility (JMTF) in Mobile, AL on an as needed basis. This RFI is issued for information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for information received in response to this RFI. The USCG intends to use the information collected from this RFI to conduct detailed analysis that evaluates readiness and applicability, device or equipment capability, and acquisition (non-recurring) and life-cycle operating (recurring) costs for said lease/rental terms. You are invited to respond with information to assist the CG with its market research to identify potential availability of heavy-lift boat transportation. BACKGROUND The Coast Guard currently uses a Navy-owned/operated landing craft to transport heavy mechanical and motorized equipment, as well as bulk fuel and crude oil, to and from a test facility on Little Sand Island, AL. All loading, placement, securing, and offloading of equipment/cargo is done by Coast Guard personnel under the direction of the vessel operator. Coast Guard personnel (approximately 2-4 persons) accompany the cargo in transit. The depth of the cove is approximately 8-10 feet. This landing craft has a traditional square drop-ramp bow, and loads/unloads by beaching prior to lowering the ramp and allowing the equipment to be driven on/off the vessel. The interior dimensions are: 40ft long, 14ft 7in wide, and capable of carrying 120,000 lbs. This RFI is requesting information on the availability of a similar or equal lease/rental service capability for the JMTF. SPECIFIC TECHNICAL INFORMATION REQUESTED The Coast Guard Research and Development Center desires detailed information regarding heavy-lift boat transportation service for the JMTF. Submissions can include smaller vessels than the one currently used. The following information, or best available estimate, is requested for each proposed vessel. If multiple vessels are presented by the same entity, the information should be specific to each vessel. The following questions/statements should be addressed for each vessel described in your response to this RFI: A. General description of your vessel. What interior cargo dimensions and weight capacities does it have that allow landing motorized equipment to an unimproved beach? (Examples: JLG-943 telehandler, mini excavator, medium bulldozer, standard multi-modal shipping container (conex box)) B. What agencies, governments, or other maritime service providers currently use the vessel you described? C. What lead time is required for scheduling transport for routine and emergency (e.g., impending hurricane) operations? D. Does this vessel reside or operate in the Mobile, AL area? Please provide approximate transit times from normal mooring to Coast Guard Sector Mobile. E. What is the minimum crew, and crew positions, required to operate the vessel? Are the minimum crewmembers readily available for vessel operations? F. What maritime licenses, credentials, or certifications does the crew possess, allowing them to operate the vessel? G. Is your service able to transport bulk quantities (250-1500 gal) of petroleum products to the test facility on Little Sand Island, AL (crude oil, gasoline, diesel) in Coast Guard-owned containers? RESPONDING TO THIS MARKET RESEARCH It is desired that responses to this RFI address all of the topics discussed in the ‘SPECIFIC TECHNICAL INFORMATION REQUESTED.' Topics may be combined or treated individually. However, if information is not available for some of the topic areas, your submission is still of interest to the USCG. When responding to the RFI, please include the following information: • A one page cover letter that provides a brief summary of the response and indicating if supporting documentation is included. • Amplifying information that addresses all areas of information requested by this RFI in sections "SPECIFIC TECHNICAL INFORMATION REQUESTED." If pre-developed marketing or technical information and specification sheets are provided, please include additional information, as necessary to "fill the gaps" between pre-developed material and the information required. Digital photographs, line drawings, and illustrations that clarify descriptive text are encouraged. • A description of any information relative to what vessel services are currently available and what additional vessels may become available over the next 12 to 18 months. • If multiple vessels are presented by the same entity, the responses to these questions should be specific to each vessel. • Provide a list of U.S. (or international) Government contracts for vessel services where applicable • Provide any digital photos and/or digital videos of the vessel in operation if able • Identify whether you are a Small or Large Business using NAICS Code 483211 • Please limit electronic responses to no more than 2 pages per vessel (supporting documentation in the form of a glossary or attachments to the RFI response will not be counted towards the 2-page limit). If your RFI response is greater than 10 MB, please provide it on DVD media and mail it to: ATTN: MS. In accordance with FAR 15.201(e), responses to this RFI are not offers and will not be accepted by the U.S. Government to form a binding contract.
