- The U.S. Maritime Administration (MARAD), Norfolk, VA intends to award a firm fixed price purchase order with for T.S. FREEDOM STAR for the services of a qualified contractor to provide an engineering package to create component drawings, electrical schematics and connection diagrams for installing electrical indications system for 2 sliding watertight doors. The new system drawings are to be approved by the ABS and installed as per regulatory requirements of 46 CFR 170, 174 and 179. Provide all labor and materials for installation to include 2 door central indicator station on bridge, 2 remote indicators similar to those on WK-919-52 positioned at remote operating stations, 4 limit switch assemblies with mounting plates and strike plates. All wiring, parts and labor for the installation required to satisfy ABS and USCG approval. Previous remote indicators were hydraulic and had no wiring. System is to be tied to 120VAC from the ship's final emergency power source. The T.S. FREEDOM STAR is moored alongside her pier at the Seafarer's Harry Lundeberg School of Seamanship located at 45353 Saint Georges Avenue, Piney Point, Maryland 20674-0075. The requested period of performance is January 08, 2018 through March 23, 2018. SITE VISIT A site visit will be conducted onboard the T.S. FREEDOM STAR at 9:00 a.m. Eastern Standard Time on Thursday, December 14, 2017, at Seafarer's Harry Lundeberg School of Seamanship, 45353 Saint Georges Avenue, Piney Point, Maryland 20674-0075. All potential offerors intending to submit an offer should plan to attend site visit. In order to make the site visit as productive as possible, offerors are also requested to submit any questions from the review of the solicitation package or as a result of site visit should be submitted in writing (email) to the Contracting Officer Monique.Leake@dot.gov No Later Than 3:00 p.m. Eastern Standard Time on December 15, 2017 with solicitation number 6933A218Q000001 in the subject line. Responses to questions will be issued by amendment to the solicitation package. Failure of a prospective offeror to submit any questions or to attend the site visit will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the site visit will be held solely to allow offerors an opportunity to gain the best possible understanding of the working environment and specific work items to be addressed under contract in order that they may prepare an accurate and complete price quote. All prospective offerors are advised that at the conclusion of the site visit, unless this solicitation is amended in writing, it will remain unchanged and, that if an Amendment is issued, normal procedures relating to the acknowledgment and receipt of any such amendment shall be applicable. The Request for Quotation (RFQ), Statement of Work and applicable drawings will be posted to FBO no later than close of business December, 08, 2017. ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts. Maximum line of credit is $750,000 with interest at the prime rate, as published daily in the Wall Street Journal, plus 1.75 percent.
