- Description
- The Veterans Health Administration (VHA), Office of Research and Development (R&D), Service Area Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Horiba Instruments Incorporated, of Edison, New Jersey. The requirement is for the contractor to provide and ship the equipment (listed below) to the Medical College of Wisconsin in Milwaukee, Wisconsin. The requirement is for 1 PTI EasyRatioPro High-Speed Multi-Wavelength Imaging System. This system is compatible with equipment that the Medical College of Wisconsin already has in place which includes: a. Dell computer system ; b. Photon Technologies photon multiplier tube and housing module; c. Nikon Diaphot 300 upright fluorescence microscope d. Photon Technologies Delta Ram V wavelength converter. It is extremely important that the imaging system be compatible with the equipment already in place because the total cost is significantly reduced to the Medical College of Wisconsin when this occurs. This equipment allows the study of dynamic events in live cells and cellular structures. The PTI EasyRatioPro is a monochromator-based wide-field microscope system for measuring ratio-fluorescence or fluorescence dye intensity of labeled proteins in nanomolar concentrations. Unlike conventional intensity based fluorescence microscopy, ratio-fluorescence eliminates the effects of photo-bleaching, cell path length variation, non-uniformity of dye loading, non-uniform field of view, making ratio-fluorescence the most accurate method to determine intracellular ion concentrations. More importantly, PTI EasyRatioPro is fast enough to provide essential dynamic information about ion concentrations and interactions with other molecules, drugs or added reagents. The sole source is pursuant to FAR 13.106-1(b), Soliciting from a single source (1), for purchases not exceeding the simplified acquisition threshold. This notice of intent is not a request for competitive proposals. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation to the Contracting Officer no later than Wednesday, December 13, 2017, (4:00 PM, EST). Interest/capability statements may be sent by email to Mr. Robin Simmons at robin.simmons@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
