- Barcoding System-- Fire Extinguishers and Exit Signage Southeast Louisiana Veterans Health Care System New Orleans, LA 1. Department of Veterans Affairs Southeast Louisiana Veterans Healthcare System is seeking a Service Disabled Veteran Owned Small Business to barcode approximate 855 fire extinguishers within the Southeast Louisiana Veterans Healthcare System and to barcode all exit signage (approximate 1200). This acquisition is Set Aside 100% Service Disable Veteran Owned Small Business. INSTRUCTIONS TO SOURCES This is a Sources Sought Notice and is not a Request for Quote (RFQ). No solicitation is being issued at this time. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Any information provided to the Government as a result of this Sources Sought Notice is voluntary. To reiterate, this Sources Sought Notice that is for planning purposes only and is intended to identify Service Disable Veteran Own Small Business who can support this requirement. INSTRUCTIONS to SOURCES FOR SUBMISSIONS Interested contractors shall submit a response to Debra James via email debra.james3@va.gov. Responses are due no later than 12/12/2017 12:00pm Central Standard Time. Within your email please indicate if you can provide all items listed and instructions within this document along with delivery, installation, training, manufacturer s warranty, and deliverables. 1. PURPOSE 1. PURPOSE 1.1 The purpose is to procure barcoding system and to barcode all portable fire extinguishers (approximately 855 extinguishers) within the Southeast Louisiana Veterans Health Care System (SLVHCS). Fire extinguishers are located at the following locations within SLVHCS: 2400 Canal Street (Main Campus) - 850 fire extinguishers, 3426 Canal Street in New Orleans - 2 fire extinguishers; 3434 Canal Street in New Orleans - 3 fire extinguishers. Also, to barcode all exit signage (approximately 1200) in the Southeast Louisiana Veterans Health Care System (SLVHCS). 2. SCOPE 2.1 The Contractor shall provide all listed equipment. All products must meet all salient characteristics defined in this section. 2.2 SALIENT CHARACTERISTICS 2.2.1 Barcode System 2.2.1.1 Automated barcode inspection system that can be used to inspect any safety device 2.2.1.2 System must browser based software including mobile computers (scanners) and barcode labels. 2.2.1.3 Software must manage the database of safety devices, records inspection results, organizes the scheduling of critical inspection dates and provides reports that can be sorted hundreds of ways. 2.2.1.4 Durable industrial grade mobile computer (scanners) is installed with the barcoding software which allows it to perform inspections, move inventory, add locations, safety equipment and more. The mobile software directs the inspector through their inspection using clear, easy-to-understand prompts and directions, while the predesigned route ensures no inspection is missed. 2.2.1.5 Software must be installed on a minimum 8 PC s. 2.2.1.6 Software inspection criteria must adhere to Section 7.2.4.1.1 of the NFPA 10 Standards. 2.2.1.7 Inspections are performed using a hand held mobile computer with an integrated barcode scanner. 2.2.1.8 The operating system includes a calendar and clock. As inspection transactions occur, the date and time of the inspection should be automatically recorded. 2.2.1.9 Report must either a PDF or Excel spreadsheet. Reports include: Inventory Report by Item or Location Inspections Due by Building or Location Inspections Past Due When 5,,6 and 12 year Inspections Due Inspection Results Route Reports 2.2.1.10 Software must be password protected with multiple use roles supported. 2.2.1.11 Software must come with a minimum 5 mobile computers and/or scanners. 2.2.1.12 Software must provide on-line training and technical support. 2.2.2 The contractor shall provide a work schedule one week in advanced to the Safety Management Office so that notification to appropriate personnel can be coordinated. 2.2.3 The contractor shall provide all labor, tools, materials, and expert supervision for the installation of the barcoding of fire extinguishers and exit signage. 2.2.10 The contractor will create a list or database of all fire extinguishers indicating what maintenance or check was completed on it, the serial number for the extinguisher, when the next maintenance or check is due, and when each fire extinguisher will be due for the 6-year test and maintenance. This list or database will be provided to the Safety Management office within a week of completion. 3. DELIVERY 3.1 Contractor shall deliver all equipment to the Southeast Louisiana Veterans Health Care System (SLVHCS) 2400 Canal St. New Orleans, LA 70119 and to be coordinated with Contracting Officer Representative. 3.2 Deliver materials to job in manufacturer's original sealed containers with brand name marked thereon. 3.3 Package to prevent damage or deterioration during shipment, handling, and storage. 3.4 Maintain protective covering in place and in good repair until delivery is necessary. 3.5 Any government requested delayed delivery up to 90 days after initial award delivery date, shall be at no additional cost to the Government. 3.6 A pre-delivery meeting will be coordinated between the contractor and the contracting officer representative prior to initial award delivery date for verification of delivery and installation dates. 4. Period of Performance and Working Hours 4.1 The Contractor (or Representative) shall contact the Safety COR to schedule work and prior to the beginning of work. 4.2 Services are to be performed during our business hours between 7:30 a.m. and 4:00 p.m. central time, excluding federal holidays. Contractors that are willing to perform after-hours work should include this information in their bid documentation. If a contractor is willing to perform services after 4:00 p.m. this service must be included within the offer s pricing as no extra charge will be allowed. The ability to perform work after hours is not required. 4.3. A schedule of inspection dates will be provided to the contractor. 5. INSPECTION AND ACCEPTANCE: 5.1 The Contractor shall conduct a joint inspection with the COR upon delivery of tools. 5.2 Contractor shall provide dates of completion of punch list items and replacement parts and/or short ship items from the manufacturer(s). 6. DELIVERABLES 6.1 Operation and service manual 6.2 All requested services, parts, and accessories 6.3 A detailed listing or database of locations for each fire extinguisher and exit barcoded including building, room number, type, manufacturer dates, 6-year maintenance date, and 12-year hydrostat date. 7. TRAINING 7.1 The contractor must provide training to Safety Management personnel. 8. WARRANTY: 8.1 The contractor shall provide all manufacturers warranty with products and services upon delivery. 9.
