Description
The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for East Inlet Wall Concrete Repairs at Franklin Falls Dam, Franklin, NH. This announcement is to determine the interest, availability, and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned and Small Business concerns as described below. The NAICS code for this procurement is 238110. The project is planned to be issued on or about April, 2018. The project will occur in the summer/fall of 2018 and is expected to take about 3 months, including submittal approval. The estimated construction cost is between $500,000 and $1,000,000. This project consists of completing the following tasks: • Demolition of entire failing concrete surface of inlet wall above the water line to a minimum depth of 3 inches • Shotcrete application to entire surface of inlet wall above the water line with welded wire reinforcement and shear anchors • Excavating approximately 14 feet down to impervious layer behind existing inlet wall and installation of drain and crushed fill • Backfilling excavation meeting specified gradation and compaction requirements The Corps of Engineers constructed Franklin Falls Dam in 1943 and the project has been in service for 74 years. The rolled earth fill dam is 1,740 feet long with a maximum height above streambed of 140 feet and a crest width of 35 feet. The dam is operated to reduce flooding in the downstream communities of Franklin and Penacook, and, in conjunction with Hopkinton-Everett, Blackwater, and Edward MacDowell reservoirs, to reduce flooding on the main stem of the Merrimack River. The east inlet wall at Franklin Falls Dam is approximately 375 feet long and extends above the water line approximately 25 feet. All demolition and shotcrete work shall take place above the normal pool level and will require working above water. Demolition debris shall not be allowed to enter the inlet channel and shall be removed from the site by the contractor. No dewatering of the inlet channel shall take place during construction. Excavation material may be temporarily placed adjacent to the excavation, and excess material after backfilling will be placed onsite. Interested firms should submit a capabilities package to include the following: business classification (e.g. HUBZone, etc.) a proof of bonding as well as what type of equipment would be utilized for this project. Additionally, firms must demonstrate their project experience, within the last five (5) years, in the areas listed below. Please indicate the team subcontractor(s) (if any), including their prior experience and qualifications, which will be used to support the offeror's effort. Subcontractor's experience must also have been performed within the last five (5) years. 1. Excavation to at least a 14 foot depth including trenching, excavation support (if needed) and backfilling of materials with proper compaction equipment and techniques. 2. Performance of material testing and density testing (laboratory and field testing). 3. Partial depth demolition of concrete structure, surface preparation, and placement of reinforcing. 4. Wet-Mix shotcrete application on a vertical surface of at least 1200 square feet. The Government anticipates including a Definitive Responsibility Criteria in the solicitation and contract resulting from this market research. After bid opening but prior to award, the apparent low bidder will be required to furnish documentation that the prime contractor or subcontractor meet the work experience listed above. All shotcrete work shall be performed by an ACI-certified Shotcrete Nozzlemen (Wet-Mix Process) or an ACI-certified Shotcrete Nozzleman-in-Training (Wet-Mix Process) under the direct supervision of an ACI-certified Shotcrete Nozzleman (Wet-Mix Process). Responses are due 11 January 2017. The Government will not pay for any material provided in response to this market survey nor return the data provided.
