Questions and Answers Presentation Slides Amendment 0006 This amendment provides photos, slides, and questions and answers from Industry Day held at Yuma Proving Ground on 29 November 2017. ******************************************************************* Amendment 0005 This amendment provides clarification to Amendment 0003. For foreign visitors who are military/government or have no contract with US Army, visit requests must go through the embassy channels in accordance with the instructions in Amendment 0003 and Attachment 0006, Yuma Demonstration Plan. All other visitor requests must be submitted in accordance with the registration instructions provided upon RSVP receipt. As a result of this clarification, RSVP has been extended by no later than 4p.m. EST on 9 November 2017. Please make sure RSVPs go to Tamara.n.Jenkins.civ@mail.mil and Shahaadah.c.nalls.civ@mail.mil. Note: An interested Bidders list from the Fort Belvoir Industry day is available upon request. ****************************************************************** Amendment 0004 This Amendment is issued to provide several documents. Questions and Answers received on draft RFP and at Industry Day are provided. Industry feedback is requested on Question 2. A revised NDA is provided (Attachment 0010). The Shadow CSDR Plan is provided as Attachment 0013. Industry Day Slides are provided as Attachment 0014. Please note, per Amendment 0003, the Industry Day is anticipated for Wednesday, 29 November 2017 at Yuma Proving Ground. The Industry Day is anticipated for Wednesday, 29 November 2017 at Yuma Proving Ground. This Industry Day limits participants to four individuals per company. Attendees must to RSVP to the Contracting Officer, shahaadah.c.nalls.civ@mail.mil, and Contracts Specialist Tamara.n.Jenkins.civ@mail.mil by not later than 4PM ET on 8 November 2017 to receive full registration instructions. Main Briefing: 24 October 2017, 0800-1200 Looft Conference Room 10221 Burbeck Rd, Building 305 (4th Floor, Room 1415) Fort Belvoir, VA 22060 Break out Room (One-on-one sessions) 24 October 2017, 1200-1700 Large Conference Room 10221 Burbeck Rd, Building 305 (2nd Floor, Room 276) Fort Belvoir, VA 22060 One-on-one sessions may extend to 25 October 2017 based on time constraints. NOTE: Foreign Nationals who will attend this event must submit Local Visit Request Letter (Sample Letter, Attachment 0011) by RSVP date of 13 October 2017. The location for this event is on Fort Belvoir at the Night Vision Electronics Sensors Directorate compound. All visitors will be required to go through the Main Entrance (Tulley Gate) and obtain a visitors pass for the day to enter the post. To enter the NVESD compound, visitors are also required to obtain a visitors badge at NVESD visitor's center. All attendees are highly encouraged to arrive at Tulley Gate with ample time prior to the event start time. Main briefing end time may be extended as necessary. ******************************************************************* (Original Announcement) It is the intent of the US Army Contracting Command Aberdeen Proving Ground - Belvoir Division to issue a Request for Proposal using full and open competition on behalf of US Army Product Manager Electro Optical Infrared Payloads (EOIR Payloads) for an Electro Optic Infrared Laser Designator (EO/IR/LD) Payload to be integrated on the TUAV RQ-7Bv2 Variant platform. The contract will include delivery of payloads, qualification and first article testing, logistics and repair support, and other services. All responsible sources may submit a proposal which will be considered by the agency in accordance with the RFP. The EOIRLD Payloads must be a non-developmental system in accordance with FAR 2.101 and must meet the requirements set forth in the solicitation. It is anticipated that the final proposal will be issued on or about 15 November 2017. A draft solicitation has been published under W909MY-17-R-0016 with anticipated evaluation and proposal submission criteria, and applicable attachments to include the Performance Work Statement, Performance Specification, and Quality Assurance Surveillance Plan. The draft documents may be used as a guideline by industry to help determine what products they have that are in compliance with military needs. Written comments/questions from industry relating to these documents must be submitted to the Contracting Officer at shahaadah.c.nalls.civ@mail.mil with a carbon copy to Tamara.n.jenkins.civ@mail.mil by 13 October 2017 to allow for response at the Pre-proposal Conference. The Pre-proposal Conference is planned for this solicitation on or about 24 October 2017. Details on the specific data and time, location and additional information will be forthcoming as an amendment to this announcement by Friday, 6 October 2017. The Pre-proposal day will begin with a general session for all participants. Following the general session, individual-company sessions will begin. Time for individual sessions must be scheduled in advanced and will be limited to no longer than one-hour sessions. If needed, individual-company sessions will continue on 25 October 2017 starting at 0900. The purpose of the general session is to facilitate exchange between the Government and Industry on the EO/IR/LD Payload program and requirements. The purpose of the individual sessions is for the Government to obtain information and literature on any EO/IR/LD Payload systems that industry has to offer and to answer any proprietary questions. Contractors must RSVP by 13 October 2017, via email, of their intent to attend the Pre-proposal meeting in order to facilitate visitor processing upon arrival. Please provide the names, titles citizenship, company represented, and point of contact information (business mailing address and telephone number) for each attendee. In addition, individual sessions must be scheduled no later than 18 October 2017. No individual sessions will be established at the event. To schedule an individual company session, contractors should contact the Contracting Officer at shahaadah.c.nalls.civ@mail.mil with a carbon copy to Tamara.n.jenkins.civ@mail.mil. No telephonic requests will be honored. Directions and information on hotels and travel accommodations will be provided directly to registrants. The Government will not reimburse interested sources or responders to this notice or documents posted under this announcement, for any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal, but will be considered an exchange of capabilities and ideas. The Government does not intend to publish the questions and comments received as a result of this announcement; however, the feedback received will be considered in finalizing the requirements.
