Description
1 US Department of Veterans Affairs VistA Imaging Hardware, Software and Services Request for Information (RFI) Introduction This Request for Information (RFI) is issued for information and planning purposes only. This RFI does not constitute a solicitation, nor does it restrict the US Department of Veterans Affairs (VA) to any acquisition approaches described in this document. In accordance with the Federal Acquisition Regulation (FAR) Subpart 15.201(e), responses to this RFI are not offers and cannot be accepted by VA to form a binding contract. The purpose of this RFI is to identify qualified contractors that can meet VA s requirements to expand the existing VistA Imaging storage environment which is comprised of brand name Hewlett Packard (HP) Hardware and Laurel Bridge Software (LBS). The acquisition of HP servers, HP drives, HP controllers, and Laurel Bridge Licenses will ensure interoperability and compatibility with the existing VistA Imaging System across the enterprise. The current VistA Imaging systems are installed locally in various sized VA medical facilities, grouped into 21 geographical Veterans Integrated Service Networks (VISNs), all of which acquire, store and retrieve medical image files in the course of their daily operations. Currently, the most active large VA medical facility utilizes approximately one Terabyte (TB) of storage per month, which is over twice what a typical large sized facility consumes. Some large VA medical facilities may be considered small, as they consume less than 50 gigabytes (GB) per month. The FDA has classified the VistA Imaging System as a Class I exempt medical device, and the use of VistA Imaging in a clinical setting is subject to the Quality System Regulation of the FDA under CFR ) Title 21 Part 820 and other Federal legislation. Therefore, All Vista Imaging Solution System Hardware and Software to be acquired under this effort MUST be listed on the VA Vista Imaging Program Offices list of FDA 510K Medical Device certified configurations. As part of this RFI, VA seeks to obtain market information on capable sources of supply, industry practices, and input specific to the requirements captured in this document. VA is not responsible for any costs incurred by the RFI respondents in furnishing this information. Thus, all costs associated with responding to this RFI will be solely at the respondent s expense. A lack of response to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All RFI responses become Government property and will not be returned to the respondents. Please do not submit a proposal or quotation. VA requests that all respondents shall note their interest and provide information on their respective capabilities to potentially satisfy the requirements captured in the attachments. Scope of Work The Contractor shall provide VA integrated hardware, software, documentation, and incidental services necessary to augment VistA Imaging Tier I solutions currently deployed throughout the Enterprise. Incidental services include management, site assessment, installation, testing, training, warranty and maintenance services. The Contractor shall also install the Vista Imaging hardware in VA locations and provide post installation support to promote understanding and acceptance of Vista Imaging users and stakeholders, and monitor performance to improve efficiency at VA locations. This support may entail: Working cooperatively and in conjunction with VA support teams. Identification of utilities, networks, and any other infrastructure support required for installation and operation.   Utilization of all existing cable pathways and hardware including cable trays, raceways, j hooks, conduit, other suspension media, penetrations, and openings to the fullest extent possible. Documentation of all connections between the Vista Imaging system and the facility infrastructure.   Provision of all necessary engineering and technical support for the Vista Imaging installation effort. Identification and provision of needed materials, equipment, and supplies for Vista Imaging site installations. Performance of the installation at the target site and  verification of proper operation of the system through testing, analysis, and other applicable means. Provision of post installation environment orientation, overview training, and group training on the Vista Imaging system and development of self-help training aids (e.g., tips and tricks, Frequently Asked Questions [FAQs]) for recurring problems as needed or required. Training: The Contractor shall administer training for various aspects of the Vista Imaging Hardware and Software configuration and use. Specifically, the Contractor shall support the following types of training activities: Training Plan Development Documentation of plan to train various classes of ITSM Tool Users Training Materials Development Creation/delivery of tools used during training Training Sessions/Execution Execution of training plan/training of Users General Training Services Uncategorized training support VA Currently anticipates the following period of performance: one (1) twelve-month Base Period with two (2) twelve-month Option Periods. RFI Instructions VA requests a clear, concise, and complete response to this RFI. As part of the submission, VA is under no obligation to provide feedback to the RFI respondent, or to contact the RFI respondent for clarification of any information submitted as part of the response. Please submit your RFI response in accordance with the following: 1) No more than 10-pages (excluding transmittal page).    Include the name, email address and phone number of the appropriate representative of your company; 2) Mark your response as Proprietary Information if the information is considered business sensitive.  3) NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI.    The Government will not review any other information or attachments included, that are in excess of the 10-page limit.    The Government will not review generic marketing materials that do not address the information contained herein or the attached document.
