- Amended Attachment Amended Solicitation Amended Attachment Amended Attachment Amended Attachment PCMS Questions & Answers/Clarifications Amended Attachment Amended Attachment The purpose of Amendment 0004 is to make the following changes to solicitation W52P1J-17-R-0158 for the Power Control and Management Subsystem (PCMS): 1. Provide answers and clarifications to industry questions. a. Questions and Answers/Clarifications are provided as Attachment 0020 (PCMS Questions & Answers) 2. Amend the following attachments to incorporate changes/amendments as needed based on industry comments/questions. Changes made to the subject documents are clearly labeled/referenced in Attachment 0020 (PCMS Questions & Answers). a. Amended documents: 1) RFP - W52P1J-17-R-0158 2) Attachment 0001 PCMS BASE CUSTOMER REQUIREMENT STATEMENT (CRS) 3) Attachment 0002 PCMS CONTRACT DATA REQUIREMENT LIST (CDRL) 4) Attachment 0003 PCMS PRICE MATRIX 5) Attachment 0004 PCMS DELIVERY ORDER 0001 CRS 6) Attachment 0010 Past Performance Questionnaire 7) Attachment 0011 Small Business Participation Plan 3. Below are specific changes incorporated in the solicitation that are not included in an attachment. 4. Amend Section A - SUPPLEMENTAL INFORMATION of RFP - W52P1J-17-R-0158 as follows: a. FROM: Type of Contract 2: Fixed Price Re-determination Prospective TO: Type of Contract 2: Cost Plus Fixed Fee 5. Amend Section J - LIST OF ATTACHMENTS: a. Remove clause FAR 52.215-3 6. Amend Section L Evaluation Factors for Award as follows: a. Section L.6 PROPOSAL FILES, (1)(vii): 1) Add Sentence, "An acronym list may be included. The acronym list will not count toward the page count." 2) Renumber following paragraphs as applicable. b. Section L.8 FACTORS, (4) Factor 4: (PAST PERFORMANCE), Paragraph (i)(f): 1) Correct reference to Past Performance Questionnaire FROM: (Attachment 0011) TO: (Attachment 00010) 2). All other terms and conditions remain applicable and unchanged. ------------------------------------------------------------------ The purpose of Amendment 0003 is to make the following changes to solicitation W52P1J-17-R-0158 for the Power Control and Management Subsystem (PCMS): 1. Amend the first sentence of Section L.7 to read as follows: a. L.7 PROPOSAL CONTENT. Each Offeror is required to submit the Security, Technical, Management, Past Performance, Price, and Small Business Participation proposals as outlined below. 2. Amend Section M Evaluation Factors for Award as follows: a. Section M.6 EVALUATION FACTORS, (2) FACTOR 2: TECHNICAL, Paragraph (ii): Correct reference to Section L.8. FROM: (ii) Systems and Software Engineering Approach. The Government will evaluate the Offeror's systems and software engineering approach and the extent to which the approach meets the Government's requirements as described in the Base CRS document as detailed in Section L.8(2)(iii)(a-m). TO: (ii) Systems and Software Engineering Approach. The Government will evaluate the Offeror's systems and software engineering approach and the extent to which the approach meets the Government's requirements as described in the Base CRS document as detailed in Section L.8(2)(ii)(a-m). b. M.6 EVALUATION FACTORS (3) FACTOR 3: MANAGEMENT: Delete Paragraph (vi) "Management of Subcontractors," and re-number remaining paragraphs in Section M.6. 3. Section I - Contract Clauses has been amended to include Federal Acquisition Regulation (FAR) clause 52.242-5 "Payments to Small Business Subcontractors". 4. Make the following changes to PCMS Delivery Order 0001 CRS (Attachment 0004) as follows: a. Amend the first sentence in Paragraph 7.2.1 Program Management: FROM: The Contractor shall perform Program Management tasks IAW the PCMS Base Contract CRS Section 5.2.1 and its Subsections. TO: The Contractor shall perform Program Management tasks IAW the PCMS Base Contract CRS Section 5 and its Subsections. b. Change Wideband Control Test Facility (WCTF) to Wideband Integration Center (WIC). This change reflects the recent facility name change. 5. Add PCMS Labor Categories as Attachment 0019 "PCMS Labor Categories (LCATs)". 6. All other terms and conditions remain applicable and unchanged. ---------------------------------------------------------------------------------------------- 1. The purpose of Amendment 0002 to solicitation W52P1J-17-R-0158 is to adjust language in Section A, paragraph 8 of the RFP (RFP - W52P1J-17-R-0158) as described below. FROM: 8. NOTE: The Government will supply the documents listed in Section 3.3, Information/Materials, of the Base Contract CRS for PCMS, dated 8 November 2017, upon contract award to the awardee. These documents are not required to propose on the Base IDIQ Contract or Delivery Order 0001. TO: 8. NOTE: The documents listed in Section 3.3, Information/Materials, of the Base Contract CRS for PCMS, dated 8 November 2017, are provided in Section J as reference for proposal development. The Control System Laboratory (CSL) Facility Request Form (FRF), also listed in Section 3.3, will be provided upon contract award to the awardee. The updated RFP document is attached (RFP - W52P1J-17-R-0158_v2). All other previously stated information and timelines remain in effect. --------------------------------------------------------------------------------------------- 1. The purpose of Amendment 0001 to solicitation W52P1J-17-R-0158 is to inform offerors that the restricted access attachments listed below have been linked to the RFP and are now available to request for viewing. Note this is an export-controlled document. 2. The attachment name is: 17R0158. The attachment contains the following documents: Attachment 0016 - CNPS PERFORMANCE SPECIFICATION Attachment 0017 - EBEM INTERFACE CONTROL DOCUMENT Attachment 0018 - MET SYSTEM SPECIFICATION 3. All other previously stated information and time lines remain in effect. ------------------------------------------------------------------------------------ Army Contracting Command-Rock Island (ACC-RI) has a non-commercial requirement for the development and deployment of the Power Control and Management Subsystem (PCMS) to support the Wideband Satellite Communications (SATCOM) Operations Management System (WSOMS)for the United States Department of the Army Project Manager, Defense Communications and Army Transmission Systems (PM DCATS). The procurement for PCMS will provide program management, system engineering, configuration management, technical manuals, training, and quality assurance services supporting the production, deployment, and life cycle support of the PCMS. The PCMS will be used over military Wideband Global SATCOM (WGS) satellites and potentially over leased transponders of commercial wideband satellites. The PCMS will enable more efficient use of communications resources, and aid in link anomaly detection and resolution. See attached RFP W52P1J-17-R-0158 for complete details and instructions.
