- INDUSTRY DAY II After considering various models and engaging with Congress and industry representatives on the best direction of the 3PK9-C effort, the TSA is investigating the use of a private industry, third party canine certifying organization(s), hereafter referred to as a TPCCO, to perform all 3PK9-C team testing and certification activities. It is expected that this model will best address the scope and scale of industry needs. Due to input from industry participants, the date for the 3rd Party Canine-Cargo Industry Day II has changed. TSA will be hosting a second, unclassified Industry Day on January 31, 2018 to present the framework and requirements of the 3PK9-C / TPCCO approach. Please find event details below: Please note the change to both date and location. TSA requests that all participants send new RSVP for the new date by the deadline. 1. Event: 3PK9-C / TPCCO Industry Day II 2. Date: January 31, 2018 3. Time: 9:30 am - 12:30 pm ET 4. Location: 1900 Oracle Way, Reston, VA, 20190 5. Deadline to Reply and Register: January 19, 2018 TSA is hereby soliciting industry interest in serving as a TPCCO, and invites interested stakeholders to attend Industry Day II. As before, available meeting space is limited and we will only be able to accommodate one attendee from each organization. Advance registration is mandatory. Please complete the below for each attendee and submit to Mr. Greg Holland, at 3PKCert@tsa.dhs.gov, no later than January 19, 2018 : 1. Full Name 2. Title / Position 3. Organization / Company Name 4. Email Address 5. Phone Number 6. Industry Day I Attendee? Yes / No Please review the below minimum requirements carefully; these will be discussed during Industry Day II. Potential TPCCOs: 1. Must be able obtain permission to receive, store, and protect Sensitive Security Information in accordance with TSA regulations and policies; 2. Must provide proof of a satisfactory completion of a Criminal History Records Check (CHRC) or equivalent for all 3PK9-C specific personnel; 3. Must have sufficient resources and personnel to conduct certifications; 4. Must have a minimum of five years of certification experience within one or more of the below organizations for each individual who will be conducting certification activities. The five years of experience must have been obtained within ten years of the date of the application: a. United States Police Canine Association (USPCA), b. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), c. North American Police Working Dog Association (NAPWDA), d. International Police Working Dog Association (IPWDA), e. Department of Defense (DoD), or US Government, f. Similar organization that the TSA recognizes as qualified to certify a certifying authority. 5. Must designate a point of contact (POC) and at least one alternate. a. The POC must be a senior employee or officer of the TPCCO and must be readily available during normal business hours. 6. Must be able to handle explosives; 7. Must be capable of certifying, in a consistent manner, 3PK9-C teams to TSA standards; 8. Must have capability to provide 3PK9-C certifications at cargo/shipping locations throughout the United States; 9. Must have the capability to be able create a calendar to reflect all scheduled certifications and make that calendar (and any revisions) available to 3PK9-C team vendors and the TSA designated authority with a minimum of a 60-day advance notice; 10. Must have the capability to document, store, maintain and provide to the TSA designated authority, (upon completion of each 3PK9-C evaluation) all records pertaining to 3PK9-C certifications. These comprehensive written reports must detail the effectiveness and/or deficiencies of the canine teams being certified. 11. Must agree to provide TSA designated authority unfettered access to all certification/testing facilities, records, CETAs, CETA storage, and any other areas connected to 3PK9-C certification; 12. Must have sufficient knowledge of the processes for certifying explosives detection canines; 13. Must have the capability to review and assess performance on three levels: Handler, Canine and Team to ensure that all detection strategies are in accordance with the program requirements and to the appropriate training protocols; 14. Must have the capability to assess onsite conditions to create realistic scenarios; 15. Must have the capability to observe, evaluate and review the effectiveness of each canine team in the operational environment and develop a variety of scenarios to measure team performance. Application Submission and Selection Detailed instructions for applying for TPCCO will be provided during Industry Day II. A panel of experienced TSA canine subject matter experts will conduct the selection activities associated with the placement of an organization on the list of TSA-approved TPCCOs. Selection for the list will be pass / fail. Once the TPCCO(s) are selected, TSA personnel may visit the TPCCO's home location to assist with TPCCO stand up and the initial certification process, and to address questions related to 3PK9-C team certification implementation. Additionally, the CTC may host visits by newly selected TPCCOs to its Lackland Air Force Base location for similar discussions. Once selected for TPCCO, an individual empowered to represent the company must sign a legally binding document with TSA which will describe in detail the specific responsibilities of, and actions to be taken by, both parties so that the goals of the third party certifier effort may be accomplished. The contents of this document will be summarized during this meeting. It should be understood by all companies applying for TPCCO designation that the company cannot also serve as a provider / vendor of 3PK9-C teams. Scope of TPCCO Operations The TPCCO will be responsible for all 3PK9-C team certification activities; TSA does not intend to directly certify any 3PK9-C teams. The TPCCO will be responsible for scheduling the testing dates and times; for coordinating all logistical concerns (e.g., ensuring necessary cargo configurations and cargo handling equipment are available); and for conducting the certification testing in an operational cargo environment. The TPCCO will maintain an electronic calendar of all testing events that is viewable by TSA. The TPCCO will ensure that each 3PK9-C team designated as "meeting TSA certification standards" does in fact meet the same standards as federal canine teams. Requirements for serving as a TPCCO will be further discussed at Industry Day II. Requirements for the TPCCO to conduct of 3PK9-C team certification, contained in TSA's Third Party Canine Cargo Teams Certification Guidelines, contains Sensitive Security Information, and will be provided to TSA-approved TPCCOs that have completed the vetting activities below. Security Vetting Concurrently with the application process, the potential TPCCO will also be subject to vetting required to receive and handle Sensitive Security Information (SSI). If it is determined that TPCCO personnel will require access to secured facilities in an operational setting, they will be required to undergo a Security Threat Assessment (STA). Once the SSI senior corporate official and all other necessary personnel are successfully vetted, TSA will be able to electronically transmit password protected copies of documents. Funding TPCCO operations will not be funded by the Government. Timeline Contingent on the outcome of Industry Day II, TSA anticipates opening the window for initial TPCCO applications in the first quarter of calendar year 2018. They will be accepted during a 30-day window and will take approximately 90 days to process. During this timeframe the company's application will be reviewed by the TSA selection board, and personnel and company vetting activities will occur.
